The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 168 Members that acceded to its Statute, and 16 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with a view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

 

The Division of Administration and Management Services is responsible for providing the Secretariat with efficient support in managing its human and financial resources and ensuring effective and timely delivery of Human Resources, Information and Communications Technology, Procurement, Financial, Travel and other General Services. 

 

Under the supervision of the Chief, Human Resources within the Division of Administration and Management Services, and within delegated authority, the Human Resources Officer will carry out the following duties\:

 

1. Ensure effective administration of employment contracts; review the work of HR Assistants for compliance with HR rules, regulations and procedures and for soundness of judgement and conclusions; ensure that processing of HR transactions in ERP system complies with HR rules, policies and procedures.

 

2. Provide advice and support in recruitment and selection processes\: to identify upcoming vacancies, prepare vacancy announcements, review applications, administer written tests, serve as ex- officio in evaluation panels and draft interview reports, help managers to identify the most suitable candidate(s), prepare offers and letters of appointment, design, plan and carry out induction briefings and orientation sessions for newly recruited staff and personnel, etc;

 

3. Provide administrative supervision to the Social Security of the Agency including Staff Provident Fund (SPF), health insurance, death and disability insurance and malicious acts insurance; act as the Agency focal point for insurance-related matters in coordination with respective insurance providers; participate in Provident Fund Board meetings and other committees/working groups with a view to supporting their functioning and implementing improvements to the current social security practices and mechanisms.

 

4. Identify, assess and determine organizational needs for new or modified HR policies, procedures and practices, taking into account changing circumstances and environment; draft, revise and update relevant documents, forms and templates; contribute to developing comprehensive and proactive policies and procedures to deal with the evolving HR needs of the organization;   participate in working groups and task forces on HR matters.

 

5. Analyse and evaluate HR related requests from managers and staff in line with relevant Agency policies and practices; provide advice on the interpretation and application of policies, rules and regulations for complex, contentious and/or unprecedented cases concerning eligibility to entitlements and benefits and recommend appropriate action.

 

6. Support effective administration of staff entitlements and benefits interpreting the Staff Rules and Regulations and HR Policy and Procedure Manuals as they apply to entitlements and benefits and contract administration; conceive, formulate and advocate new and/or improved techniques for the delivery of HR administration services.

 

7. Provide advice and support to managers on various HR matters including talent management and performance management to support the organization’s strategy, programmes and priorities;  monitor compliance on issues such as performance management across the Agency. 

 

8. Prepare and conduct briefings and/or provide advice to staff on various HR issues.

 

9. Review reports, briefing notes and statistics for the Assembly, Council and other meetings as required. 

 

10. Keep abreast of developments in various areas of HR policies and practices; research and carry out comparative analyses of developments and practices in other international organizations and/or the public and private sectors to make appropriate recommendations and proposals. 

 

11. Perform other duties as required.

Qualifications

 

Education\:    Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, law, education or related field. A first-level university degree in combination with at least two years of directly relevant qualifying experience may be accepted in lieu of the advanced university degree. 

 

Experience\:   At least five years of progressively responsible experience in human resources management with focus on social security, HR administration and recruitment and selection. At least two years of experience in an International Organization. 

 

Language\:     Excellent command of both written and spoken English is required.  Knowledge of other languages is desirable.
