THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE PROGRAMME, BUDGET AND FINANCIAL MANAGEMENT SERVICE (EXD/PBF)

Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), employs a workforce of approximately 115 staff who provide stewardship of the Organisation’s financial resources on behalf of the Secretary-General. The service is composed of six main business units\: Accounting & Financial Support Division; Corporate Procurement Group; Engagement and Strategic Transformation Division; Programme of Work Management Division; Resource Management Systems Division; and Voluntary Contribution Management Group.

Within EXD/PBF, the Accounting & Financial Support (AFS) Division is responsible for the accounting and treasury processes of the Organisation. The Division has 4 main areas of work\: treasury, expenditure accounting, revenue accounting and financial reporting.

THE POSITION

The AFS Division is looking for a Junior Finance Project Manager who will work transversally with all teams of the Division, as well as outside of the Division (notably EXD/PBF systems team), in order to manage and coordinate the Division’s IT and non-IT projects.

The selected candidate will report to and work closely with the Head of the AFS Division.

Main Responsibilities

Project Management & Coordination

  • Coordinate and monitor progress of various projects within the Division’s areas of work; effectively liaise with different internal and external stakeholders to ensure efficient functional design and timely delivery. Examples of ongoing and upcoming projects include\:
    • Missions Management Enhancement programme\: Redesign of the OECD’s travel tools and processes (including implementation of SAP Concur), with a focus on streamlined processes, efficient cost control and end-user satisfaction;
    • Outgoing Payments\: General review of the processes and tools leading to the production of payment files out of SAP FI and SAP HCM, with a focus on automation, standardisation, adaptability and enhanced control;
    • Quarterly cash flow forecasts\: Improvement, and where possible automation, of the production of the cash flow forecasts;
    • Revenue management platform\: Redesign of the revenue (members’ and non-members’ contributions and miscellaneous income) back-office tools and processes, creation of a self-service front-office;
  • In collaboration with the Division’s Heads of Units and with the Systems team, analyse business needs, risks, pain points and inefficiencies, carry out data-driven analyses, evaluate and propose solutions;
  • In close collaboration with the Head of Division, develop business cases of new projects, including analysing their return on investment to help prioritisation and planning of the division’s upcoming projects.

Analysis, Reporting and Communications

  • Extract data from the relevant sources (SAP, BusinessObjects, PowerBI dashboards, etc.) and present the results visually, simply and clearly;
  • Prepare presentations related to the division’s projects as well as reports and visual aids to facilitate decision-making for technical and non-technical audiences;
  • Collaborate on transversal activities including preparation of presentations, and materials for induction and training sessions on new systems and process changes;
  • Contribute to the Division’s communications strategies including the preparation of management reports, developing documentation and dashboards;
  • Develop and maintain productive and collaborative relationships with key stakeholders both within and outside the Organisation.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in engineering, IT systems, data science, business administration, financial management, accounting and/or related field.

Professional Background

  • At least three years’ experience in project management and process optimisation in a complex and high-pressure environment, preferably in the financial domain;
  • Experience in analysing complex information, identifying problems and risks, assessing their relative importance and in proposing alternatives to reduce operational risk, increase efficiency and customer service;
  • Experience in agile project management and/or change management would be an asset;
  • Ability to analyse data rigourously, to digest and transform it into sharp and straightforward reports and presentations for varied audiences;
  • Interest in transversal work with different teams and stakeholders, ability to manage multiple projects and federate people to get things done;
  • Taste for hands-on and result-oriented activities, data-driven and evidence-based mindset, strong interest in innovation and new technologies.

Tools

  • Advanced level in MS Excel;
  • Experience in PowerBI, BusinessObjects / SAP Analysis, SAP FI would be assets.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in December and panel interviews are planned for January.
