Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is CNY 368,000 yearly.

Introduction

ILO is a UN specialized agency bringing together governments, employers and workers of 187 member States since 1919, to set labour standards, develop policies and devise programmes promoting decent work for all women and men. The ILO Country Office for China and Mongolia (CO-Beijing) works closely with the Chinese constituents, including the government, employers’ and workers’ organizations within the framework of Decent Work Country Programme (2021-2025) and United Nations Sustainable Development Cooperation Framework for the People’s Republic of China.

The National Project Manager will be responsible for management of Quality Apprenticeship and Lifelong Learning in China Phase 2 project, including the design, supervision and monitoring of all activities required for the achievement of project objectives and their related outputs.

The National Project Manager reports to the Director of CO-Beijing

 

 

Description of Duties

Specific duties and responsibilities are demonstrated as follows:

  1. Lead the implementation, coordination, monitoring and evaluation of project activities, in accordance with the ILO policies, project strategies and country programmes.
  2. Lead the development of project workplans, reports and other data outputs to reflect project planning and implementation.
  3. Monitor and assess the project progress, identify implementation problems and take corrective measures.
  4. Oversee the project budget and monitor the situation of resources as compared to planned activities for possible adjustments or remedial actions.
  5. Maintain close cooperation and coordination with the Chinese government, employers' and workers' organizations, the resource partner as well as other stakeholders relevant to the project.
  6. Lead the development of project visibility products and promotional materials in Chinese and English and build networks with relevant media partners to enhance project’s visibility at national and international levels.

Required qualifications

Education

University Degree in in development studies, labour economics and social sciences.

Experience

At least three years of relevant professional experience in project management, preferably in the area of skills development and youth employment. Work experience with governmental agencies, social partners, enterprises and vocational institutions will be an asset.

 

Languages

Excellent command of English and Chinese

  • Demonstrated ability to manage technical co-operation projects of international organizations.
  • Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
  • Ability to conduct action oriented research and write analytical technical report in English.
  • Ability to conduct policy discussion and high-level political processes.
  • Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.
  • Clear commitment to mainstream gender into project activities.
  • Ability to lead and work in a team and good interpersonal relations.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with a minimum of supervision.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
