Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.  

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.  

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. 

In late February a new phase in the armed conflict in Ukraine started with the intensification and spread of hostilities affecting many parts of the country and causing major concern for the protection of civilians and essential civilian infrastructure. This intensification started after months of rising political and military tensions – and eight years of conflict in and around Eastern Ukraine where an estimated 2,9 million people were already in need of humanitarian assistance and 1,4 million were internally displaced. Within two weeks of the intensification, more than 2,5 million people from Ukraine had fled and been evacuated to seven neighbouring countries and beyond and several million are estimated to be displaced inside the country. 

The evolution of the war inside Ukraine and massive population movement forces the humanitarian community to adapt operational approaches and implementation in accordance with the developing situation, both inside and outside Ukraine. However, the needs are massive and has been described as the largest European humanitarian operations since the World War II.  

IFRC has launched an Emergency Appeal for Ukraine and impacted countries that is coordinated on a European regional level and supported in the initial months by a large number of Surge delegates in the impacted countries and in the European Regional Office. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and the neighboring countries. Operations are led and coordinated on country-level whenever possible, integrated under existing Country and Cluster delegations, through Operations Managers reporting to Heads of Country or Cluster Delegation. Where no Country or Cluster delegation exists, Operations Managers report directly to the Regional Office. Resources to support all or several impacted countries from a regional level will be fully integrated into existing structures at the Regional Office. 

Job Purpose

  • Under the supervision of the CVA IM Delegate in Budapest, the incumbent will provide technical advice to the CVA disbursement team on data, processes, and tools related to information management and decision making in the CVA programming for Ukraine and impacted countries. 
  • Liaising between the IFRC Europe Regional Office involved units, the departments to the Cash team in the field and the respective National Societies, to help develop information products and support data lifecycle activities for CVA in strict compliance with IFRC procedures. 
  • The incumbent will work under the global Cash & Voucher Assistance regional guidelines, IFRC finance and CVA Standard Operating Procedures in country.  

Job Duties and Responsibilities

  • Support and provide technical support and inputs in the ongoing operation. Manage, collect, store, and share CVA processes specific to the operation while ensuring data management procedures and data protection considerations following IFRC procedures and SOPs. Maintain overall oversight of all CVA IM elements to document and disseminate information relevant to the team.  
  • Work in close coordination with the CVA IM Delegate to support with country teams with data visualization, primary/secondary data collection, and analysis. This includes monitoring and evaluating activities of delegates and national societies as needed. Train newly recruited staff how to continue coordination progress as needed. 
  • Coordinate with CVA Officers (Disbursement) for interfacing Red Rose data to VISA payment card management data base (Order Management System) and reviewing MoneyGram payment information in the system. This includes planning regular intervals of downloading and synchronizing data during the operation. 
  • Coordinate with CVA Officer (Support) in generating reports for the CVA IM Delegate and Operations CVA Coordinator. Work with relevant departments (finance, logistics and programmes) and with CVA disbursement team to identify data related challenges in CVA processes and highlight where tools and competencies for data management may help. 
  • Support analysis of data such as priority needs, response analysis, transfer value calculation, decision making matrix, market and price monitoring, post distribution monitoring (PDM) analysis, complaints and feedback data analysis. Disseminate CVA-related information to Cash teams in the field, alongside the CVA IM Delegate, for sharing with internal and external stakeholders. 
  • Provide specific support to field teams in preparing reconciliation processes of funds disbursed and in the monitoring of the prepaid debit cards. Also provide troubleshooting support for technical issues with payment card management and coordinating difficulties. Preferred to have previous experience in Red Rose to provide training on data management to internal CVA team members. 
  • Any other task as required 

Education

Required:

  • University or professional degree in relevant field (social sciences, international development, finance, etc.) 

Preferrred:

  • Courses on Project Cycle Management, CVA, Emergency Relief Response, etc. 

Experience

Required:

  • At least 3 years professional experience working on planning, reporting and monitoring in a crisis/post emergency context 
  • Experience managing data  
  • Experience of working with Red Cross/Red Crescent 

Preferred:

  • Experience working with Cash and Voucher Assistance Programmes, especially with digital Financial Service Providers 
  • Experience working with partners
