1.     Organizational Context

 

  1. Organizational Setting

 

The position is located in the TISC Development Section of the Technology and Innovation Support Division in the IP for Innovators Department, IP and Innovation Ecosystems Sector. The Department is responsible for supporting researchers, innovators, universities and research institutions to use IP as a tool for growth and sustainable development. The Section is responsible for ensuring the sustainable development of TISCs through the management of national and regional projects, in particular, the implementation of skills and capacity development.

 

  1. Purpose Statement

 

The main role of the incumbent is to contribute to the effective and efficient development of national and regional TISC networks by disseminating and promoting the exchange of knowledge, experiences, and best practices to and among TISC networks.

The incumbent works under the supervision of the Head of the TISC Development Section.

 

  1. Working Relations

 

The incumbent works in close coordination with other members of the Section, Division, and Department and other parts of the Organization including the Regional and National Development, Global Challenges and Partnerships, and Patent and Technology Sectors.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Provide advice and guidance to stakeholders involved in projects to establish and develop national and regional networks of Technology and Innovation Support Centers (TISCs), including on situation and (training) needs assessment, project planning, and project monitoring and evaluation.

 

b.  Plan, organize, and participate as resource person in in-person, online, and hybrid training seminars and workshops in particular for TISCs on patent search, intellectual property rights management, and technology transfer and ensure the preparation of associated training materials and presentations.

 

c.  Promote awareness among relevant stakeholders on TISCs, the services they provide, and the impact they create, and the support and resources provided to TISCs by WIPO, including through success stories, case studies, and participation in events.

 

d.  Ensure the creation of expert and other technical content on the eTISC platform, including news items and “Ask the Expert” sessions and coordinate closely with the News and Media Division (NMD) dissemination of social content through various WIPO’s social media accounts.

 

e.  Drive continuous improvement of digital platforms for supporting TISC project management, outreach, and networking, in particular the TISC Project and Performance Management platform and eTISC platform, including through inputs to the definition of business needs and functional requirements.

 

f.   Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

First-level university degree in science, engineering, business administration, management, law or related field.

 

Experience (Essential)

At least six years of relevant professional experience, including significant experience in implementing projects related to establishing and/or developing IP services.

 

Experience working in an international environment.

 

Experience (Desirable)

Experience in project management in a development context or in developing countries.

 

Experience in providing training.

 

Experience working in the field of intellectual property, in particular patents.

 

Experience in preparing expert content for publication in print and/or social media.

 

Experience working in developing countries.

 

Experience working with public sector organizations.

 

Language (Essential)

Excellent knowledge of spoken and written English.

 

Language (Desirable)

Knowledge of French or other official UN languages.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the October 2022 rate of 71%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
