Org. Setting and Reporting

The position is located in the Financial Operations and Accounting Unit, within the Financial Management Section (FM), Division of Programme Support. The Financial Management Section is responsible for the managing the accounting, financial and budgetary operations of regular and extrabudgetary resources entrusted to ITC, in accordance with the Financial Regulations and Rules of the United Nations to support the delivery of ITC’s programme of work. The objective of the position is to support financial operations and accounting processes, participate in preparation of financial reports and statements, participate in interactions with oversight bodies and to provide proactive services to client departments of the ITC. This Unit is one of three reporting to the Chief of Financial Management, the other two Units being responsible for Budget and for Project Support and Implementation.

Responsibilities

Under the direct supervision of the Senior Budget Officer and overall guidance and supervision of the Chief, Financial Management Section, the Finance Officer, within the delegated authority, will be responsible for the following duties:

• Analyses and reviews/evaluates accounts with a view to identifying problem transactions and irregularities in related accounts. Reports findings and makes recommendations for, resolving them in a timely and effective manner to Chief, FM.
• Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments. Acts as Approving Officer within the delegated authority and in adherence with the Financial Regulations and Rules of the UN.
• Contributes towards ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Assists with, preparation of IPSAS compliant financial statements to be audited Provides information needed to respond to audit findings.
• Provides advice and guidance to FM clients related to financial operations and accounting and concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions.
• Provides authoritative interpretation of requirements for handling transactions.
• Coordinates, supervises and approves supporting vouchers for accounting transactions such as the processing of vendor claims, travel, agencies and any other allowances for payments in conformity and adherence to applicable policies and IPSAS framework. .
• Monitors, analyses, and approves transactions for entry into the accounting system.
• Keeps abreast and provides guidance on procedures and troubleshooting of the Enterprise resource planning (ERP) system.
• Defines requirements and works with systems units with respect to production of relevant financial reports.
• Participates in the development of accounting policies, standard operating procedures, and guidelines as necessary.
• Manages the achievement of relevant key performance indicators related to the Financial Operations and Accounting Unit.
• Plans and manages the activities undertaken by the Financial Operations and Accounting Unit ensuring that quality outputs are produced, reports are clear and based on comprehensive data
• Performs other related duties as required

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in the specified field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification as a Certified Public Accountant (CPA) or Chartered Accountant (CA) or equivalent is desirable.

Work Experience

A minimum of five years of progressively responsible professional experience in accounting, finance, budget, administration is required.

Experience in auditing, financial management or internal control is desirable.

Experience with application of International Public Accounting Standards (IPSAS) is desirable.

Experience in financial management, as well as in accountability frameworks is desirable.

Experience of Financial and Budget Management in the UN context and experience of RBM within the UN common system is desirable.

Experience of a large ERP system is desirable.

Languages

For the position advertised, fluency in English is required; and knowledge of French is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
