Purpose of consultancy

The objective is to make an in-depth analysis of the health map in Tunisia, allowing the improvement of the process of establishing the health map as well as the data presented for better decision-making support.


A health map is an important tool for planning the health provision system and reducing regional inequalities. This map provides professionals and citizens with detailed data on the distribution of healthcare provision, particularly in terms of health infrastructure, human resources, and equipment, as well as data on hospital activity.

This health map makes it possible to highlight disparities at the subnational level and gaps in the care provision, to be able to remedy them. However, the current health map, as designed in 1999, only has a descriptive aspect of the inventory with a few indicators of the health system. A new design would be necessary to have a health map allowing more in-depth analysis of the supply of care and the need and providing better support for decision-making.

In this context, and within WHO-MoH collaboration, the Ministry of Health is requesting the support of the WHO to mobilize the expertise for a review and in-depth analysis of the healthcare provided in Tunisia, particularly its evolution. over the past 10 years, appropriate indicators, and subnational disparities. The consultant will work in close collaboration with the Department of Studies and Planning (DEP).

Work to be performed

1. Descriptive analysis of the health map:

  • Review and interpret the 2020-2021 health map
  • Carry out an in-depth analysis of the supply of care and its evolution in recent years and measure subnational inequalities and disparities in the supply of care

2. Comparative analysis of the care offer:

  • Do a benchmarking
  • Propose recommendations for improvements concerning the data presented as well as the process of establishing the health map
  • The consultant is required to present the methodology and the work schedule that he validates with the DEP team
  • The consultant must work in close collaboration with the DEP team
  • Each deliverable must be validated by the DEP according to the established schedule


• Deliverable 1: a revised and validated 2020-2021 health map

• Deliverable 2: a report of the comparative analysis of the health care offers validated, including the proposals for improvements (the data presented as well as the process of drawing up the health map)

Educational Qualifications

Essential: University degree in public health, management of health services or social sciences.

Experience Essential

Minimum of 1-5 years of experience in relevant field related to research, plans development, facilitation and public health field

Skills / Technical skills and knowledge

  • Excellent knowledge in conducting research (desk review, analysis, writing up of results, etc.),
  • Excellent writing and communication skills.
  • Reliability and accountability.
  • Having a knowledge of the Tunisian health system


Essential: Fluency in written and spoken French and English.



Remuneration and Expected duration of contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: at NO-C grade
  • Expected duration of contract: 2 months days within this period: Start date: 15/11/2022 - End date: 31/12/2022 (depending on confirmation).

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
