Result of Service

Completion and Phase 1 implementation of a GO2UN Monitoring and Evaluation Strategy, including:

(1) A practical GO2UN Monitoring & Evaluation Strategy –composed of:

- An evidence-based data-collection, monitoring and reporting plan for evaluating impact of
- the overall programme via a benchmark comparison, as well as of
- each of the key elements of the GO2UN programme, showing clear alignment with recent research, onboarding/induction best practices within international organizations, and key United Nations guidance and references.
- A schedule for completing deliverables and for regular reports.

(2) Recommended design and content for data collection tools recommended in the Strategy.

(3) High-quality monthly reports in the first three months of “Phase 1 launch” (in January, February and March) that track and analyze program indicators and other useful statistics using recommended formats and communication channels.

(4) An interactive, easy-to-update reporting mechanism that can be tailored to varied audiences and purposes.

(5) Recommendations on next steps for ongoing monitoring, evaluation and reporting that easily adapts to evolving needs and priorities as the GO2UN Programme expands and continues.

Duties and Responsibilities

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat. CDOTS is in the Office of Support Operations (OSO) of the Department of Operational Support (DOS).

CDOTS seeks a consultant with expertise in Monitoring and Evaluation for learning programmes to support a UN¿Global Orientation¿Programme.¿

The consultant will report to the Project Lead for the Global Orientation to the UN (GO2UN) Project, while working closely with a team comprised of learning specialists from the Organizational Development Section (ODS) in the Office of Human Resources (OHR) and Capacity Development and Operational Training Services (CDOTS) in the Office of Support Operations (OSO).¿

A Global Orientation Programme (phase 1), planned to launch by October 2022, will, for the first time, implement a consistent experience that meets the learning and socialization needs of new hires throughout the United Nations Secretariat.¿ In other organizations, this is often called “onboarding” or “induction”.


With the full support of the¿“Global Orientation to the United Nations”¿(GO2UN) Project Team, Orientation Focal Points¿and other key partners, the selected candidate will:

1) Design a Monitoring and Evaluation Strategy that proposes a model for evaluation
2) Design elements for data collection including for a benchmark comparison
3) Implement the Monitoring and Evaluation strategy with pilot programme participants (Phase 1)
4) Complete initial data collection and analysis, including benchmarking
5) Prepare report for Project Board and other key stakeholders by agreed deadline
6) Recommend next steps

This solution will:
1) Align with the recently developed 2021-2015 Learning Strategy for the United Nations
2) Align as much as possible with a “Learning Impact Evaluation Framework” currently under development, and for which the solution to be designed for Global Orientation may serve as an example.


The main objectives of¿developing and implementing a Monitoring and Evaluation Strategy for the Global Orientation to the United Nations Programme include to:
- Review the learning components of the GO2UN Programme to confirm their alignment with organizational strategy and priorities.
- Review GO2UN Programme learning objectives to advise on relevance and alignment with best practices in the context of onboarding/induction/orientation.
- Set up a process for measuring the impact¿on work and teams of the GO2UN programme and its components, such as a reduction in average time needed for a new hire to feel ready to contribute to the work of their team; higher Gallup Net Thriving (GNT) for new hires who completes GO2UN compared to those who don’t; and other benchmarks discussed and agreed upon with the GO2UN Project Team.
- Establish and implement a methodology to measure short-term and long-term results of learning evaluate the main components of the GO2UN Programme (e.g. Pathway, Buddy System, Toolkit) according to the proposed model, and that will be reported to senior management and Member States.
- Establish best practices and propose methodology for regular quantitative and qualitative data collection and analysis to report and give feedback to programme team to help them identify opportunities for further development.

To achieve this, we seek to engage a qualified specialist in monitoring, evaluation and learning (MEL), with proven experience in qualitative and quantitative research methods, survey design and implementation and data analysis – ideally as applied to evaluate the impact of a learning solution.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent degree) in the fields of education, pedagogy, social sciences, organizational development, or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Specific training on measuring and evaluating the impact and success in learning and development / organizational development is required. A doctoral or postgraduate degree awarded in these areas is desirable.
At least 7 years of professional experience in learning evaluation, including experience in providing guidance, advice and/or training on measuring the impact and success of learning and development in an international organization are required.
Experience in participatory consultative processes through the application of different methodologies (focus groups; surveys; workshops; etc.) is required.
Experience working collaboratively with diverse stakeholders and building trusted professional relationships with them is required.
Experience using different analytical skills and an understanding of monitoring, evaluation and assessment tools to promote evidence-based learning is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in French (both oral and written) is desirable.
