Org. Setting and Reporting

This position is located in the Human Resources Management Section of the United Nations Conference on Trade and Development (UNCTAD). The Senior Human Resources Assistant reports to the Chief of Section.

Responsibilities

Within delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

Recruitment and placement
• Coordinates with client offices to identify upcoming vacancies and advises hiring managers on the recruitment of staff, in line with respective administrative guidelines, recruitment platform requirements, and as per UNCTAD established roles, including in respect of timelines, gender and geographical balance targets,
• Assists in the filling of posts, including the drafting of appropriate job openings and supports outreach efforts to attract wider pools of qualified candidates.
• Participates in the selection of candidates, including evaluating and screening applications of such candidates, as applicable, preparing profiles of candidates, and advising hiring managers on gender and geographical considerations for the shortlisting of candidates.
• Assists in organizing and coordinating assessments for evaluating applicants.
• Coordinates with the HRPartner entry tests for clerical and other type of general service positions.
• Oversees the maintenance of vacancy announcement files and tracking status of recruitment processes.
• Liaises as appropriate with relevant HR Partner for the processing of personnel actions through UMOJA and other administrative matters including onboarding of selected staff.
• Advises staff on visa matters.

Administration of entitlements
• Provides advice on the application of policies, regulations, and rules.
• Supervises and supports maintenance of electronic files and other reference tables.
• Reviews, processes and supports data maintenance in UMOJA. Acts as as Senior Time Administrator and liaises with HR Partner, as needed, for the monitoring of time and attendance matters.
• Reviews and advices on requests for entitlements and exceptions to the Staff Rules and Regulations. Monitors and timely records exceptions.
• Monitors issues on conditions of service of staff and advises the supervisor of any developments.

Job Classification
• Assists in reviewing and processing requests for classification.
• Provides advice and answers general queries on classification procedures and processes.
• Assists in providing documentation and background materials relating to classification appeals.

General
• Provides input into human resources policy development as well as to internal guidance and participates or facilitates briefings sessions for clients.
• Assists in providing documentation and background materials relating to classification appeals, review of recognition of lateral moves and long service steps.
• Supervises the maintenance of automated databases and the centralized reference and filing systems.
• Undertakes research on a range of HR related issues and prepares notes/reports.
• Conducts research on precedents, policy rulings and procedures.
• Supervises compilation and preparation of statistical reports on HR related issues.
• Assists in the preparation of communication of information, enhancements and updates for HR related issues.
• Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
• Prepares written response to queries concerning HR related matters.
• Trains and provides supervision to new and lower-level staff in the unit.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Performs other duties as required.

Education

High school diploma or equivalent.

Job - Specific Qualification

Training in Enterprise Resource Planning (ERP/SAP), such as Umoja or similar is desirable.

Certificate or diploma in human resources is desirable.

Work Experience

Ten years of progressively responsible experience in human resources management, administrative services or related area is required.

Seven years of such experience acquired in a human resources team including providing recruitment services for international deployment and in the United Nations system or similar international organization is desirable.

Experience in the application of human resources rules and regulations in the United Nations or a similar international organization is desirable.

Experience in the administration of benefits and entitlements is desirable.

Experience with ERP systems for human resources purposes is desirable.

Experience in processing consultant and individual contractors’ contract is desirable.

Experience in preparing complex human resources reports is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

The initial appointment is for one year and extension of the appointment is subject to extension of the mandate, the need of continuity and the availability of the funds.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
