UNDP Serbia implements the Country Programme Document (CPD) 2021-2025, that draws on and supports the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF). The CPD has 3 strategic priorities: (a) Serbia harnesses the full potential of a green, sustainable and inclusive economy; (b) Well-being, social equity and human potential are at the heart of systems, policies and practices; (c) Building trust and mutual accountability through the rule of law, rights and duties agenda.

The new Programme is ambitious and includes priorities like green technology, e-governance, artificial intelligence, using multiple platforms and innovative funding mechanisms and engagement with International Financial Institutions (IFIs). UNDP Serbia will tackle these new areas by consistently applying a portfolio approach, allowing the new Programme to respond to various emerging development challenges, such as COVID19, depopulation, circular economy.
 
Under the guidance and direct supervision of the Programme Specialist, Team Leader of the Governance Team, the Programme Analyst acts as Deputy Team Leader and contributes to the development and implementation of the portfolio covered by the team. The Programme Analyst analyzes political, social and economic trends, contributes to formulation, management and evaluation of programme activities within his/her portfolio, and provides policy advice services. The Programme Analyst can be assigned supervision of programme support staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.
 
Duties and Responsibilities
 
1. Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.
  • Analysis and synthesis of proposals on the areas for support and interventions within the Governance practice area.
2. Actively contributes to the effective management of the CO programme within the Governance practice area focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Oversight of planning, budgeting, implementing and monitoring the Programme, tracking the use of financial resources in accordance with UNDP rules and regulations.
  • Oversight and support to projects with project initiation, presentation to PAC, finalization of contribution agreements, determination of required revisions, coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • The Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Effective monitoring, measuring the impact of the CO Programme and evaluation. Constant monitoring and analysis of the Programme environment, timely readjustment of Programme under the guidance of the Programme Specialist.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Preparation of inputs for reporting, including donor reporting.
3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  •  Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Participation in the coordination of partnerships with UN Agencies, IFI's (International Financial Institutions), government institutions, bi-lateral and multilateral donors, private sector, civil society etc. Determination of programmatic areas of cooperation based on strategic goals of UNDP, country needs and donors' priorities.
  • Support the CO Innovative Financing work by aligning potential work in the Governance cluster with the project pipeline and identify external opportunities and partners to mobilize resources.
4. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
Required Skills and Experience
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.

  • Organization of training for the operations/ projects staff on programme issues.

Education:
  • Master’s Degree or equivalent in social sciences; or
  • Bachelor’s Degree in social sciences in combination with additional 2 years of qualifying experience may be accepted in lieu of the Master’s degree.
Experience:
  • Relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in the use of computers and office software packages and handling of web-based management systems.
  • Demonstrated track record in project management of complex initiatives requiring integration of diverse topics and teams
  • Demonstrated track record in program development in good governance areas.
  • Experience backstopping and troubleshooting challenging processes, 
  • Experience collaborating with public sector institutions and key development partners in Serbia.
  • Experience facilitating and managing teams
  • Fluency in the English and Serbian language.
