Org. Setting and Reporting

This position is located in the Security and Safety Service (SSS), Division for Management (DM) at the United Nations Office in Vienna (UNOV) in Vienna. The incumbent reports directly to the Director, Division for Management (DM), United Nations Office at Vienna (UNOV). S/he will work under the overall technical supervision of the Director, Division of Headquarters Security and Safety Services (DHSSS), United Nations Department of Safety and Security (UNDSS), New York. UNDSS is responsible for providing leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

Within the delegated authority, the Chief, Security and Safety Service, will be responsible for advising the Director-General/Executive Director (UNOV/UNODC) and his/her Deputy, and the Director, Division for Management (DM), on all matters related to security and safety, and s/he is responsible for all aspects of the day-to-day security and safety operations at the duty station Vienna. S/he will be responsible for the following duties:

- Maintain regular and effective communications with the Designated Official and other organizations at the duty station, i.e. IAEA, UNIDO, CTBTO.
- Develop plans and procedures for security and safety operations at the Vienna International Centre (VIC) and manage their implementation in accordance with the operational guidance and policy direction provided by the DHSSS/UNDSS.
- Implement UNDSS security and safety policies at duty station Vienna.
- Provide security reports and assessments to the DHSSS.
- Collaborate on various administrative functions, including the implementation of security and safety projects, human resources management, procurement for SSS-Vienna, performance management, budget preparation and resources allocations.
- Prepare security risk assessments for the Vienna International Centre (VIC), which fall under the responsibility of the Director-General/Executive Director (UNOV/UNODC). This also includes assessments for specific situations with security implications, such as conferences, meetings and VIP visits. Prepare and maintain personal security risk assessments for high-level officials in collaboration with the Protection Coordination Unit, DHSSS.
- Evaluate the effectiveness of physical security and safety installations in the framework of H-MOSS (Headquarters Minimum Operating Security Standards), including, but not limited to, emergency preparedness and security procedures, business continuity and crisis management planning, disaster recovery, building safety measures, fire prevention, evacuation planning. Develop and implement measures to mitigate identified risks. Provide technical expertise and advise all Vienna based organizations on matters with implications for security and safety, including administrative, building management and public relations issues.
- Direct and manage SSS-Vienna at the VIC. In particular:
o Ensure that SSS staff discharge their duties in accordance with established policies;
o Oversee and guide the compilation and review all operational planning and standard operational procedures applicable to the conduct of security operations, including procedures for special events, such as conferences;
o Supervise and control SSS-Vienna operations in accordance with the defined organizational structure and deploy security personnel under his/her authority to ensure the most effective and efficient provision for security and safety services;
o Manage personnel of the SSS-Vienna in accordance with the applicable professional standards. In consultation with the human resources office and the DSS Executive Office, develop a long-term policy for recruitment and retention of qualified security personnel, procedures for screening and evaluating new candidates, and identify new recruitment sources;
- Develop and implement security and safety training programmes for security personnel and staff members at SSS-Vienna in accordance with the DSS and DHSSS training strategies and in collaboration with the DSS Training Unit.
- Seek the provision of protection measures through Austrian authorities, coordinate joint security operations with local law enforcement agencies, other security services and diplomatic missions. In particular:
o Establish contacts and cooperate with local, district and national authorities, police, fire service and other security and safety services; determine, in cooperation with host country counterparts, threat levels and criteria for specific protection measures and coordinate their implementation;
o Implement, in cooperation with host country security agencies and permanent missions, personal protection measures for visiting Heads of State/Government, the Secretary-General and other high-level officials.

- Perform operational activities outside the headquarters duty station. In particular:
o Coordinate security measures pertaining to travel of the Director-General/Executive-Director or other senior staff, as required.
o Manage the provision of additional security services, including security risk assessments and conference security, outside the duty station, when directed by the DSS.
o Perform as an Event Security Coordinator in external conferences as assigned by the Director, DHSSS.
o Conduct Peer Reviews of other SSS locations as directed by the Director, DHSSS.
- Perform other work-related duties, as required.

Advanced university degree (Master’s degree or equivalent) in Law Enforcement, Public Administration or related area is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible professional experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required.

Experience managing personnel or teams is required.

At least five (5) years working experience in the UN Security Management System is desirable.

Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable.

Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.

Experience in field operations is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
