Associate Legal Officer

This position is located in the Office of the Assistant Secretary-General of the International, Impartial and Independent Mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011 (IIIM). The position reports to the Special Assistant to the Deputy Head.Responsibilities
The Associate Legal Officer may be responsible for the following duties:
• Conducts legal research on a diverse range of assigned issues in international law and other area(s) of specialization, including gender-based violence and crimes against children, using multiple research sources; selects relevant material, analyzes information and presents findings for internal review.
• Assists Legal Officers in the review of legal documents, instruments, or other material; identifies important issues, similarities and inconsistencies, etc.
• Assists in the preparation of drafts of background papers, studies, reports, etc.
• Assists in the preparation of legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly resolutions and decisions involving, inter alia, issues relating to privileges and immunities, peace and security, institutional questions, treaty law and practice, procedural issues arising during meetings of United Nations organs, constitutional and administrative law of the Organization.
• Assists Legal Officers in servicing missions, conferences and other events, including preparation of background materials.
• Supports records management activities within the Office of the Assistant Secretary-General.
• Performs other duties as assigned.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal and other accountability-related issues. Ability to develop and present results, recommendations, and opinions clearly and concisely. Ability to integrate gender and child-sensitive perspective in draft reports and memoranda and work under pressure. Excellent drafting ability. An advanced university degree (Master’s degree or equivalent degree) in law, criminal law, international law or international humanitarian law is required. A first level university degree in one of the above-mentioned fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of two years of progressively responsible experience in law, including legal analysis, research and writing is required.
Experience working in an accountability mechanism is desirable.
Experience integrating gender and child-sensitive perspectives into substantive work is desirable.
English and French are the working languages of the United Nations secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of French is desirable. Knowledge of another UN official language is desirable.Assessment
