Organizational Setting

The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishery communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture.

The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on the most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.

The post is located in the Fisheries Global and Regional Processes Team (NFIFP) at FAO headquarters in Rome, Italy.

Reporting Lines
The Fishery Officer (Port State Measures) reports to the Leader of NFIFP or to a designated Fisheries Officer.

Technical Focus
Provision of support to FAO's work related to the implementation of the Agreement on Port State Measures (PSMA), and complementary international instruments and tools to combat illegal, unreported and unregulated (IUU) fishing. In this regard, the Fishery Officer (Port State Measures) will assist in promoting these instruments and tools, and disseminating information on aspects related to combatting IUU fishing in line with the FAO Strategic Framework and the UN's Sustainable Development Goals.

Key Results
Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions
• Researches and analyses technical, social, economic, environmental, institutional and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services.
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages.
• Provides technical support/analysis to various assessments, studies and initiatives; provides technical backstopping to field projects.
• Collaborates in the development of improved/updated tools, systems, processes and databases.
• Participates in multi-disciplinary teams and/or leads working groups/teams; collaborates with other divisions and agencies on work groups and committees and promotes best practices.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Countries, such as policy support, organizational development and individual learning events, including preparation of related information, learning materials and on-line tools.
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
• Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions
• Contributes to the work of the FAO Secretariat supporting the meetings of the Parties to the PSMA and the subsidiary working groups and technical meetings.
• Contributes to studies and surveys of relevance to combatting IUU fishing.
• Contributes to the formulation, coordination and implementation of projects supporting developing countries in the implementation of the PSMA, complementary instruments and tools.
• Contributes to the development and management of monitoring and reporting schemes on the implementation of the PSMA.
• Contributes to the Sustainable Development Goal (SDG) indicator reporting processes, particularly those on the implementation of international instruments and combatting IUU fishing.
• Contributes to the promotion of the PSMA, complementary instruments and tools, including through the preparation of information material and updating of website content, as necessary.
• Participates in international meetings, as well as regional and national workshops, as required.
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in fisheries science, fisheries management, fishing technology, maritime/fisheries law/policy, maritime studies or related fields.
• Five years of relevant experience in fisheries management, fisheries governance, fishing operations or related fields.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official language of the Organization (Arabic, Chinese, French, Russian or Spanish).

• Extent of knowledge on monitoring, control and surveillance systems and measures to combat IUU fishing.

• Ability to write clearly and concisely, edit technical papers for publication and make effective oral presentations.
