DSS is currently looking for a digital-savvy communication professional and enthusiastic community manager to engage with members in UNICEF’s global communication networks and lead the planning, design, implementation and evaluation of capacity development projects and knowledge products for digital communications. It aims to equip UNICEF offices and staff globally with the most cutting-edge and up-to-date digital communication knowledge, skills & tools and support UNICEF’s communication and advocacy efforts for children and young people.

 How can you make a difference? 

Under the supervision and guidance of the Digital Governance and Capacity Building Lead, the Digital Communication Consultant (Capacity Development & Community Engagement) will be working closely with various teams and subject-matter experts in the DSS as well as in DGCA. S/he will be responsible for the development and implementation of digital communication capacity development initiatives based on the priorities, gaps and needs identified; the management, maintenance and optimization of capacity development channels and platforms; the monitoring, evaluation and reporting of capacity building outcomes and impacts. S/he will also facilitate communications, engagements and knowledge exchanges among members in the Community of Practice for digital communication in collaborations with internal and external partners.

Description of the assignment

  • Develop and implement a digital communication capacity development plan and a community management and engagement strategy based on learning priorities, needs and gaps identified.
  • Lead and support the design, execution and evaluation of digital communication capacity development projects, initiatives and knowledge products in close collaborations with relevant stakeholders and subject-matter experts.
  • Manage UNICEF’s global digital communication communities and facilitate engagement and knowledge dissemination & exchange activities among community members.
  • Manage, maintain and optimize digital communication capacity development channels and platforms including knowledge portal, e-learning platform, newsletters and Communities of Practice, etc.
  • Design and disseminate learning and communication materials for a variety of audiences in the digital communication disciplines.
  • Represent DSS in multistakeholder working groups and attend meetings and sessions pertinent to digital communication capacity development.
  • Monitor and evaluate capacity development and community engagement activities and produce performance reports on outcomes and impacts. 
  • Conduct market research on effective methodologies, best practices and trends to better facilitate capacity development and community engagement activities.
  • Audit digital communication capacity development channels, platforms and communities and outline improvement areas as well as optimization plans.
  • Provide support and expertise to other relevant work areas as needed.

To qualify as an advocate for every child you will have… 

Key competences, technical background, and experience required 

  •  Masters required in Communications, Digital Media, Digital Marketing, Psychology, Learning & Development or other related discipline.
  • A minimum of three years of progressively professional experience in digital communications, digital marketing, learning & development, capacity development, knowledge management, instructional design, community management in an international organization and/or large corporation is required to be eligible for this role.
  • An established track record of effectively conducting learning needs assessment and gap analysis as well as developing learning strategy and plans, preferably in digital communication related areas.
  • Working knowledge of current developments in digital communications, digital marketing, digital learning and online community management.
  • Strong technical expertise and hands-on experience in designing and delivering digital learning and training activities.
  • Familiarity with a variety of tools and techniques that can be applied in learning and capacity building activities. Experiences in SharePoint, Adobe Photoshop, video editing tools and email marketing platforms would be an asset.
  • Proven experience in planning, organizing and evaluating online learning events and sessions. Knowledge and experience of using online meeting platforms (Zoom, Teams, etc.) are highly desirable.
  • Proven experience in managing online communities and developing engagement strategy.
  • Self-motivated with the ability to take direction. Ability to work both collaboratively and independently.
  • Strong ability to write and edit communication and learning materials and ability to explain complex ideas and concepts clearly and concisely in both written and oral forms.
  • Strong teamwork and partnership building skills and ability to effectively nurture relationships in a multicultural and decentralized working environment.
  • Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve those issues.
  • Strong organizational skills and attention to detail. 
  • Ability to handle multiple assignments with competing deadlines, Able to work under pressure and to tight deadlines.
  • Proven analytical and research skills, and ability to conduct and report on high quality quantitative and qualitative data analytics analysis and conduct in-depth market research. · 
  • Proven ability to conceptualize, plan and execute ideas and implement innovative approaches, as well as transfer knowledge and skills. 
  • Fluency in English is required.  Knowledge of another official UN language or a local language is an asset.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
