The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB is currently looking for an experienced and energetic credit risk manager to head up its Credit Risk Unit (CR). S/he will be driven by the social mandate of the Bank, and possess a sound mix of technical know-how, management and strategic competencies. The Credit Risk Unit is part of the Financial Risk Division (R&C-FR) within the Risk & Control Directorate (R&C) which also comprises Operational Risk Division and Accounting & Controlling Division. The Credit Risk Unit provides quality services and innovative solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.

The successful candidate will lead and motivate a multicultural team of approximately eight professionals. S/he will work in close collaboration with different areas of the Bank including the Loans & Social Development Directorate (L&D), the Finance Directorate (FIN) and the Office of the General Counsel (OGC). The Head of the Credit Risk Unit will be operational and hands-on while also having the ability to contribute at strategic level. S/he will report directly to the Head of Financial Risk Division.


Main Responsibilities:
Oversee credit risk across all the Bank’s activities including Loans and Finance operations ensuring that processes are in place to support the CEB’s business needs as well as policies and systems are appropriate to support the implementation of business strategies set by senior management.
Lead and ensure motivation of the team, delegating and overseeing their work, providing guidance and coaching staff to enhance business solution at project and operational level, encouraging innovation.
Maintain an effective control environment, through appropriate limits and other measures with adequate security and risk management processes.
Foster smooth cooperation with other Units and Divisions within the R&C Directorate generating synergies and creating a conducive work environment.
Analyse business requirements of CEB Directorates, ensuring smooth cooperation in particular for Loan and Finance operations with a proactive and business friendly approach while ensuring a prudent credit risk oversight.
Ensure that relevant credit risk models are used for defining adequate levels of risk at portfolio, counterparty and individual exposure level.
Incorporate climate-related risk drivers into the credit risk framework ensuring compliance with best practice.


Academic background:
An advanced university degree, preferably in Economics and/or Business Science.

Professional background:
At least 10 years of professional experience in Credit Risk Management.
Excellent knowledge of Credit Risk Management concepts and tools.
Excellent analytical skills, capacity to analyse and structure ideas, synthesise complex information and translate analytical findings into practical recommendations.
Problem solving and judgment skills, conceptual thinking at strategic level.
Excellent capacity to develop and maintain an efficient professional network.
Excellent communication, interpersonal and presentation skills.
Sound understanding of Risk Management IT system and knowledge of specific tools relevant to banks and financial institutions. Experience from an International Financial Institution or another International Organisation would be an advantage.

 Language skills:
Excellent command of written and spoken English (one of the two CEB official languages); working level of French (the other official language) is a definite advantage (with a commitment to learn or further improve, depending on level).
Knowledge of other CEB member country languages would be an asset.
