Context

International IDEA is managing a four-year programme to support Sudan’s transition to a democratic system of government, and to contribute to SDG 16 (responsive, inclusive, participatory, and representative decision- making at all levels) by improving the capacity of strategically civil society actors engage with citizens and the government of Sudan in a democratic and effective way, with an aim to resume a democratic and peaceful transition in Sudan. The project intends to contribute to these over-arching objectives by inspiring and supporting change processes undertaken by a Group of Eminent Sudanese, strategically chosen public interest groups (including civil society organizations (CSOs), thinktanks and research centers).

The programme seeks to support the democratic transition by supporting the establishment of mechanisms for dialogue and consensus building on the transition process; support continental and regional efforts of political mediation; strengthen stakeholders’ capacity for constitution building; enhance stakeholders’ capacity for electoral reform that will facilitate credible electoral processes; and strengthen citizens awareness on the transitional process and broader democratic governance practices. It is anticipated that Sudan’s transition period and processes will provide an opportunity for Sudan’s transition to democracy.

The Programme Officer will contribute to the advancement of the projects work in the domain of peacebuilding, democratic dialogue and community engagements activities. In doing so, the Programme Officer will support the Programme Manager in the design of peacebuilding, democratic dialogue and community engagements activities, their implementation, and reporting for results.

Duties and Responsibilities

  • Contributes to the design, planning and implementation of peacebuilding, democratic dialogue and community engagements activities
  • Supports the coordination, implementation and facilitation of capacity building sessions, to enhance the capacity of local CSOs including women and youth groups to undertake programmatic interventions on peace building, democracy, constitution making, and electoral reforms
  • Develops knowledge products relating to Sudan’s transition and supports the contextualizing and updating of existing International IDEA publications
  • Assesses and analyzes the political developments in Sudan including tracking news and developments of the international intervention negotiations
  • Provides technical inputs to the design and formulation of programme/ project proposals and initiatives related to the International IDEA programme in Sudan
  • Contributes to the implementation of projects and initiatives throughout project cycle, including planning, budgeting, delivery of outputs. monitoring and reporting
  • Supports the Programme Manager in organizing regional and sub-regional stock-taking and agenda-setting policy dialogue sessions on pertinent themes in community engagement and political participation
  • Produces regular update reports on trends and challenges in participation across Sudan and the impact of IDEA’s interventions;
  • Maintains and develops relevant professional contacts and networks of cooperation within the relevant fields, including practitioners, policymakers, academics and the international community
  • Integrates a results-based approach into the design, management and evaluation of all his/her programmatic activities
  • Has a good understanding of relevant programmatic issues in the key geographical zone where his/her work is implemented
  • Contributes to the research of information on donors and partners, preparation of reports and project briefs, situation reports, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences

 

    General Profile

    • Requires in-depth knowledge, excellent skills and relevant experience in their field;
    • Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, produce concept notes, situation reports,
    • Has excellent analytical, writing and research skills
    • Can work with minimal guidance and supervision;
    • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
    • Acts as a model or mentor for less experienced colleagues;
    • Can be expected to travel globally to any geographical area involved in his/her projects;
    • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
    • Integrates a gender and diversity perspective in all activities;
    • Acts in accordance with International IDEA’ s core values; Respect, Integrity and Professionalism;


      Education and Experience

      • University degree in peace and security studies, strategic studies, political science, public policy/administration, international relations or similar fields.
      • Minimum of five (5) years’ experience in the field of civic engagement, peacebuilding, democratic transition, and security issues. in Sudan/ Africa
      • Knowledge of the field of development co-operation more broadly; and more specifically democracy and governance.
      • Experience in coordinating capacity building initiatives and policy dialogues with various stakeholders.
      • Fluency in written and oral English and Arabic is required. Any other widely spoken language in an International IDEA priority region (Spanish, French) is desirable.

       

        Terms of Contract:

        • Local Post.
        • Remuneration - USD 3 308 per month.
        • Fixed term appointment for a period of 9 months ending 30th September 2023.

        Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to Sudan. This position is open to those legally authorized to live and work in Sudan for the duration of the contract. International IDEA is not able to support work permit applications.
