The IRC’s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC’s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments if incumbent is interested). 

Job Overview
The Field Coordinator, Global Surge is responsible for supporting and coordinating timely and high-quality program implementation, with a specific focus in ensuring effective functionality of all the support functions of the program. You will support the operational teams in the field, ensuring that the Deputy Director of Operations (DDO) is kept abreast of issues regarding adherence to agreed work plans and reporting schedules as well as full compliance to IRC’s policies in the areas of Finance, HR, Supply Chain, Security and ICT. 
 
You will ensure the Country Program effectively represented in all coordination events, as well as lead day to day management of Staff Safety and Security during all phases of field operations. You will work in close coordination with the Operations Manager to ensure that operational strategies are implemented on site. The position reports directly to the DDO, and will be responsible for the following:

Major Responsibilities:
 
Strategy and Planning
Initiate and develop an Annual Strategic Plan for the Field Location 
Develop focused operational plan to support the program activities and scale up programming
 
Field Management
Coordinate the day-to-day implementation of all field constructions by supporting the Supply Chain team and maintaining quality and adherence to OPM and district standards
In close collaboration with the Finance team, review the operations master budget to include key operational activities and assets within donor requirements
Review the development of budgets for program proposals in conjunction with the Grants and Finance teams
Ensure appropriate M&E activities are carried out regularly by operations staff in all sectors (data collection & analysis, monitoring of progress against established plans)
Collaborate with the Country M&E Manager to identify gaps in M&E systems; make recommendations for improvements
Monitor all project activities to guarantee they are consistent with established methodologies and IRC’s Program Framework principles
Coordinate with the HR Coordinator and the DDO to document and address breaches of policy and disciplinary issues in a professional manner
Ensure operations staff are performing their duties efficiently and in a timely manner
Monitor the achievement of staff Performance Management agreements
 
Staff Leadership and Development
Lead, mentor and supervise the Operations Manager and Supply Chain Manager
Ensure implementation of HR policies and procedures at all times
Provide supportive mentorship, leadership and clear performance objectives to team members
Ensure that regular and quality staff evaluations are conducted for staff
Set regular meetings with staff members to prioritize information-sharing and  team-building
Ensure that all reports build and implement a Development Plan
 
Security Management
Ensure staff knows and understands IRC‘s security regulations, IRCs Global and in-country HR Policies and the IRC Way Standards
Monitor the security situation, attend security meetings and inform the DDO and SMT where appropriate, of developments through submission of accurate weekly and –where needed- ad-hoc security and incident reports
Participate in the review and update of the country Security Management Plan
Assist the DDO in developing field specific Contingency Plans, Medevac, Evacuation Plans and SOPs
 
Representation and Coordination
Represent the IRC with local government authorities (administrative, sectoral and security officials), non-state actors, beneficiaries, communities, UN agencies, NGOs, and donors at the field site level. Engage and or delegate to program staff for sector representation as appropriate
Upon request by the Senior Management Team, organize and facilitate field visits for interested partners; develop regular reports to keep partners informed of IRC’s activities
Coordinate activities with relevant officials and other humanitarian agencies
 
Requirements
 
You should have excellent leadership, people management, interpersonal and negotiation skills, as well as a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. We are looking for someone with the ability to think strategically and to prioritize and meet goals in a timely manner while working in a complex environment. 
Degree in International Development, International Relations, Business Management and Administrative Science, or equivalent
Knowledge of communications systems (satellite communications, VHF and HF radio) preferred.
Digital literacy: MS Word, Excel & email applications required; MS Access, Project & GIS preferred
Experience working in complex emergency settings supporting construction of health facilities, staff housing as well as water and sanitation infrastructure in emergency or refugee settings
Fluency in English. Excellent oral and written communication skills. Working knowledge of Arabic, French and/or Spanish strongly preferred
Self-motivated, honest, highly responsible, high attention to detail,  flexible and adaptable
Ability to work both independently and as part of a team
Capable of working and living in an emergency environment while maintaining a healthy outlook. Willing to travel in remote and conflict affected areas
Experience managing a UNHCR, UNICEF, PEFPAR/CDC, USAID, ECHO, DFID, EU or OFDA funded project an added advantage
