Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Procurement Section, Division of Administration (ADM).

The Procurement Section is a multi-national team working to support the Major Programmes of the Commission in timely, effective, and well managed procurement. In doing so, the Section is responsible for the purchase of a wide range of goods and services covering the needs of the operation of the Organization and its mandate, with an annual procurement spend of 60-70 million USD per year. 

Reporting Lines

Under the supervision of the Chief, Procurement Section, to:

Duties and Responsibilities

  1. Provide general administrative and secretarial support to the Section;
  2. Arrange meetings and prepare agenda and send out background material; prepare draft minutes for review and send out approved minutes; follow-up on deliverables to meet deadlines and keep the supervisor informed of any delays;
  3. Assist to ensure timely procurement of goods and services through facilitating timely routing of contractual documents and for transactions requiring approvals and signatures, maintaining relevant procurement logs and filling systems; make logistical arrangements to facilitate the bidding processes and coordinate submission of documents and files to the Legal Finance Review Team (LFT); collect and process quotations for micro-purchases of simple goods, works and services for the Section and their timely submission for contract/purchase order (PO) issuance; support in the administration of the low value procurements programme, as needed.
  4. Support the procurement processes by, inter alia, processing solicitations and facilitate bidding clarifications with vendors in a timely manner. Organize, administer and participate in the Tender Opening Panel. Ensure proper distribution and tracking of solicitations to suppliers, and receipt of offers from suppliers; advertise solicitation documents in relevant websites/platforms;
  5. Act as Secretary to the Committee on Contracts, organize meetings, draft minutes of the meeting and submit them to the relevant approval authority for consideration;
  6. Assist in the collection of relevant data inputs and provide assistance in administering the supplier database in SAP;
  7. Maintain  the Section’s electronic document management system and archive  files and documents, when required;
  8. Act as the timekeeper for the Section to ensure attendance and leave records in the system are properly recorded and updated;
  9. Perform other duties as assigned. 

Education

  • Completed secondary education and appropriate office training; additional training in procurement or business administration (Certification in UNDP or UK CIPS in Purchasing and Supplying Level 2) is highly desirable.

Work Experience and Qualifications

  • At least three (3) years of relevant working experience in procurement or general administration office or related area is essential, preferably part of which should have been in an international environment; 
  • A good knowledge of Microsoft Office, PDF editing software and other computer applications is essential; 
  • Knowledge of Enterprise resource planning (ERP) systems, preferably SAP, is an asset;
  • Experience in using databases is essential;
  • Thoroughness and excellent attention to detail is essential;
  • Excellent organizational skills and the proven ability to deliver results within assigned deadlines;
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment;
  • Ability to build strong relationships with clients and colleagues, focus on impact and respond positively to constructive feedback.

Languages

  • Excellent interpersonal, written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
