Location: Kyiv, Ukraine (with field/branch visits)
Contract Type: 12 months Fixed Term Contract (with possibility of extension)
Salary: Circa £40,720 - £43,212 per annum + £1,260.88 monthly allowance

Could you maintain oversight of the successful delivery of the British Red Cross (BRC) supported programmes being delivered in Ukraine, in a critical leadership role?

The British Red Cross (BRC), as part of its wider response to the conflict escalation on the 24th February 2022, is supporting Ukraine Red Cross Society (URCS) Branches in three key regions (Kyiv Oblast, Kyiv City, and Chernihiv Oblast). Within these regions, BRC will work through URCS Regional Branches to support the regional structure at oblast, district and local level.

About the role:

This is the most senior programme position for BRC in Ukraine and is a critical leadership role in delivering the BRC programme in close partnership with URCS, local branches, IFRC, ICRC, and other international Red Cross Partner-National Societies (PNS). 

The Programme Coordinator will coordinate all programmatic aspects of BRC support to URCS Branches in Kyiv Oblast, Kyiv City, and Chernihiv Oblast. The position will be an integral part of defining future strategy and programmes within a multi-year focus. 

The post-holder will play the crucial role of deputising for the Country Manager as needed and remaining engaged on security and context matters, as well as overseeing x3 BRC Programme Managers. 

Key Responsibilities:

  • Support URCS and BRC programme teams in programme and project design, planning, set up, implementation, monitoring and reporting, maintaining alignment with the objectives of the URCS Unified / Operational Plan
  • Coordinate with other Partner National Societies which are leading in different technical areas to integrate Disaster Management, Relief, WASH, Health & Care, CVA, National Society Development in Emergencies, Community Engagement & Accountability (CEA) and Protection, Gender & Inclusion (PGI) into the programme
  • Support URCS branches in the design and timeliness of the overall assessment(s) approach and capacity identification, including the balance between initial, rapid, and in-depth multi-sector assessment
  • Deputise for the Country Manager as needed and also manage, lead and develop a team of staff including; developing job descriptions, leading on recruitment as needed, objective-setting, appraising and coaching, etc.
  • Represent BRC in planning and coordination meetings and external relationships/networking, in the programme area, providing updates of BRC plans and activities. 
  • Continuously assess socio-political, humanitarian and security situations and gaps in area of responsibility, ensure staff safety and security and lead the risk assessment process in the programme area
  • Build and foster successful and collaborative relationships with key internal and external stakeholders, including Movement partners and relevant organisations in line with the BRC’s regional strategic direction and programme priorities

What we are looking for:

  • Strong international programme management experience (especially within an emergency response context) and excellent knowledge and understanding of the international humanitarian system and of emergency and development issues
  • Strong analytical, decision-making and problem-solving skills, as well as proven multi-faceted project-management skills and demonstrated staff management skills
  • Ability to think strategically and creatively, identifying gaps and opportunities for impact and turning strategy into delivery
  • Strong diplomacy, negotiation, influencing and advocacy skills, and political and cultural sensitivity, in addition to experience of motivating, leading, and working collaboratively through others to achieve operational objectives
