The Deputy ERD coordinator will provide technical support and guidance on livelihood economic recovery and development activities with a special focus economic empowerment activities that target women and girls for the generation of income in rural and urban settings. These will include vocational trainings, business skills trainings, market linkages, value chain addition and agricultural activities.

Work with the ERD coordinator and ERD specialist to formulate program implementation framework based on the IRC humanitarian program guidelines in line with other sectors including protection, CASH, Women protection and empowerment.

  • Develop strategies and action plan for pro-active support to women entrepreneurs with introduce their work/produce to the market develop business/enterprise development plan facilitate establishment and registration of private enterprises and ensue 100 percent of the project beneficiaries (women entrepreneurs) are using the best practices to bolster their micro-business.
  • Assist the program coordinator to ensure that all staff are following work plans and ERD projects deliverables are completed as planned.
  • Support the Program coordinator to promote and support all aspects of Economic Recovery and Development of the target beneficiaries.
  • To promote learning and knowledge management within the country program through dissemination of up-to-date thinking on Economic Recovery Development issues, in particular market linkages, small business development and good practice.
  • Work with the ERD specialist and ERD coordinator  to  prioritize programmatic needs, develop high quality proposals and expand partnership based on the country needs
  • Support ERD coordinator and the Senior Management Team in the capacity assessment of local and national civil society organization for potential partnership and sub-contracting relating to a specific project
  • Conduct regular field visits, deliver technical support to field staff, provide technical resources, to monitor implementation, and make clear recommendations on ways to strengthen programs and share learning; 
  • Write and publish technical resources for field programs in relation to design, implementation, monitoring and evaluation;
  • Lead the development of and revise best practice guides, manuals and other technical resources to improve the quality of agriculture and rural livelihoods programs;
  • Lead coordination with other technical units to support the development of guidance and resource materials, around cross sector issues including food security, gender, protection and land access
  • Represent the IRC in coordination forums e.g. humanitarian clusters (, CASH working groups, , FSAC, etc.) and women economic empowerment forums, Afghanistan Humanitarian Forums, and UNOCHA
  • Work closely with supply chain to ensure that procurements are made in a timely manner while remaining in compliance with IRC and donor rules and regulations, and ensure that proper procurement procedures are followed by Humanitarian Program staff
  • Ensure that the IRC’s Economic Wellbeing (Livelihood) program in Afghanistan adheres to the IRC standards and quality as well as relevant international policies
  • To ensure that  protection and gender sensitive  needs are analyzed and addressed appropriately in all programs activities.
  • Assist the program Coordinator to ensure to promote systematic program monitoring and evaluation to ensure that lessons learnt are documented and shared for cross-program learning in the country, and with the IRC region and HQ.
  • Prepare annual, quarterly spending, procurement plans with monthly phased expense plan linked with work plan and  BVAs (Budget Vs Actual)
  • Task delegation to staff, provide day to day support to the departmental team
  • Explore capacity building and learning opportunities (in country and international) for departmental team 
  • Continuous Capacity building of the ERD team through formal training sessions, mentoring and coaching in the areas of project management cycle, reporting and proposal development
  • Conduct Performance Management Evaluation (PME) of the direct report and in case of Over-view Manager, counter-sign/review the PME of other staff
