The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Through the resolution “End plastic pollution: Towards an international legally binding instrument” (UNEP/EA5/L23/REV.1), the United Nations Environment Assembly requested to convene an Intergovernmental Negotiating Committee (INC), commencing its work during second half of 2022, with the ambition of completing its work by the end of 2024. The resolution established that the INC should develop an international legally binding instrument on plastic pollution, including in the marine environment, which could include both binding and voluntary approaches, based on a comprehensive approach that addresses the full lifecycle of plastic, taking into account among other things, the principles of the Rio Declaration on Environment and Development, as well as national circumstances and capabilities, including provisions.
The position is based at the Geneva duty station. The Senior Programme Officer will report directly to the Executive Secretary and the Director of the Economy Division. Within delegated authority, the Senior Programme Officer will be responsible for the following duties:
• Leads the coordination of technical and substantive to the INC process, inter alia, in the preparation of the documentation ahead of each INC.
• Coordinate cross-organisational task team “Circle of Excellence”: Responsible for drafting and advising on meeting documents, provide technical and scientific support and inputs as relevant, provide support to Contact Groups as necessary.
• Support the provision of substantive inputs, in particular, science, legal and cross-disciplinary knowledge to the process.
• Co-ordinates the preparation of documentation for these meetings.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
• Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications.
• Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Manages outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities.
• Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements.) and ensures preparation of related documents/reports (pledging, work programme, programme budget).
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
• Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
• Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
• May perform other duties as required.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in environmental science, business administration, management, economics or related fields is required.
A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in implementing environmental programmes or projects is desirable.
Experience working in, or with, developing countries is desirable.
Experience in providing policy advice or technical cooperation services to government authorities at regional or international levels is desirable.
Experience with UN system, governmental or non-governmental institutions implementing projects /programmes addressing plastic pollution is desirable.
Experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English language is required and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
