Habitat for Humanity International is looking for an individual to serve as Chief of Party (CoP) in India to take a lead role in strengthening the core functions of the National Office.

Habitat for Humanity India (National Office)

Founded in 1983, Habitat India has one of the largest housing programs in the Asia-Pacific region. In the past 39 years, we have worked across India to help over 38 million people live in better conditions. All efforts of Habitat India are supported by independently sourced funding and works with corporate partners, implementation partners and governments to widen its reach.

The Habitat for Humanity India Board of Trustees and its leadership, together with the management’s support from the Asia-Pacific regional Area Office located in the Philippines, has taken the strategic initiative to consolidate and strengthen the operations of Habitat India as the organization emerges from the global pandemic.

Habitat India had delivered a very meaningful humanitarian response to the acute basic needs of people during these challenging times. The dire circumstances of the pandemic compelled Habitat India to pivot from its mission in housing.

The strategic decision to consolidate and strengthen the operations will help Habitat India to refocus on the core of our organizational vision and mission, and to strengthen processes and systems that have been negatively impacted during the time of the global pandemic and lockdowns.

Overview of the assignment

The CoP role is to include ensuring adherence and understanding of relevant internal policies and reinforce the expected organizational culture of a HFH country office. The CoP will work on reviewing and updating relevant policies and working with the broader HFH India team in developing a comprehensive work plan to address recent audit findings to ensure these are undertaken in accordance with HFHI standard practices and procedures.

As part of the strategic decision to consolidate and strengthen the program operations a Project Management Committee (PMC) is to be established sponsored by the Habitat India’s Board of Trustees (BOT) and HFHI Asia-Pacific Area Office. The CoP will work closely with PMC members, AP Area office colleagues and across all departments of HFH India to assist and provide guidance on an extensive organizational review, restructure and strategic workforce planning.

Role and responsibilities

  • Represent HFHI and lead the PMC within India to provide strategic direction to the BOT and Managing Director (MD) to ensure adequate responses to the internal audit report and investigation are acted upon expeditiously
  • Ensure transparent communication and implementation between department heads of Habitat India and department heads of AP Area Office in addressing initiatives of the PMC
  • Provide expert advice, guidance and support on various program and operational related matters
  • Closely coordinate with the Managing Director and the senior leadership team of HFH India to ensure the day-to-day activities of the response are undertaken
  • Provide regular reporting on activities to the BOT and Area Vice President (AVP)
  • Lead the development and implementation of a comprehensive monitoring system to track responses to audit observations so that they can be addressed expeditiously
  • Ensure critical processes of HFHI are adhered to and implemented such as Go No Go and Concept Note approvals for all new opportunities that arise through the duration of the assignment
  • Provide guidance and stewardship to strengthen HFH India in responding to corrective actions on key deficiencies found through the internal audit and investigation
  • Assist in the development and application of strict criteria to evaluate new funding opportunities to reduce the level of risk
  • Ensure ongoing programming in India is strategically aligned with HFH International Mission and Vision
  • Proactively engage in refinement of procurement policies, procedures and staff understanding of the same to ensure the roles and responsibilities of procurement committees are understood and adhered to
  • Facilitate the creation of a central repository for all policies and make accessible to all staff and increase staff awareness and understanding of such guiding policies. Policies will include but not be limited to Fraud Policy, Habitat Safer Recruitment Policy, Child Protection Policy and Safeguarding Policy, Business Gifts, Outside Financial Interest, Protection against Retaliation, Hiring of Relatives etc.

Work arrangement:

This is a 12-month fixed-term consultancy with a possibility of an extension. The CoP is to be based in Mumbai, India and will work very closely with the AP PMC Chair and department heads based in Manila, Philippines and the Habitat for Humanity India senior leadership team. The CoP will have office space and IT equipment provided for by the HFH India office. The CoP may be required to visit the different Habitat India office locations on an as-needed basis. The CoP will report directly to the Asia Pacific Area Vice President.

Required Knowledge, Expertise and Qualifications

  • A strong experience in developing and managing development programs
  • Experience in managing people, budgets and other resources.
  • Experience in cross cultural management
  • Works effectively with people of diverse background (gender, cultural, and religious)
  • Proficiency in project management, development of workplans, financial management and analysis, and preferably a holder of an industry-recognized project management certification.
  • Knowledgeable in handling and resolving operational issues in housing and construction, land banking, and resource development for socialized housing.
  • Experience in stakeholder relationship management, negotiation, and building partnerships or coalitions between different sectors and institutions.
  • Excellent in building and leading cross functional and cohesive teams
  • Exposure to project-based enterprise risk management; and project monitoring and evaluation.
  • Capacity to absorb and process large amounts of information in short periods of time, and capacity to distill the most critical points concisely
  • Outstanding interpersonal, writing, verbal, and visual communication skills
  • High proficiency in English
  • Knowledge and exposure to the countries in Asia and the Pacific.
  • Knowledgeable of the housing context, particularly the socialized housing context in India
  • Excellent English language skills
  • Experience working in a non-profit sector in India or in an international NGO.
