How can you make a difference? 

Purpose of Activity/Assignment:

The positions are expected to provide technical and administrative support at county level to the partners involved in the refugee response and to ensure the development at local levels of a procedure for enrolling into formal education the refugee children and to monitor their educational journey.

Acknowledging that each location has its unique features the consultants are expected to be local education experts with knowledge of the local available resources in formal public and private education facilities and with capacity to connect the various partners. The positions are equivalent to a project coordinator (NO-B level) and will report to the education section as first reporting line and will also liaise with the area coordinator for integration in the local level activities.

 

Scope of Work:

The consultants will have to be able lead the design, implementation, monitoring and evaluation of the projects and programme for refugees supported locally by Government and UNICEF in access to formal and non-formal education and also to have the capacity to reach out and identify any additional potential partner that UNICEF can engage to improve the local education response. This will imply to:

  • Map already available services and appropriate partners involved in education and learning activities, formal and non formal for refugees (pre primary, primary and secondary)
  • Facilitate the engagement with local education authorities and local municipal authorities
  • Compile and share with Bucharest office the requests for support, especially as regards to supply
  • Support the existing partners to identify the needs for education of the resident refugee population
  • Set up some mechanisms and consultations to get the views of refugees themselves as regards perceived and or existing bottleneck to be solved at programmatic and or communication levels
  • Monitor the progress of enrolment in formal and non-formal education for refugee children
  • to be able to ensure that transfer of knowledge and experience of the refugee response in education that UNICEF has from other locations and to document the experience and best practices at the local level to be eventually used in knowledge exchange.
  • To keep track of all local education refugee response initiatives that are developed at local level with UNICEF support and to ensure input into the reporting process to donors and UNICEF structures
  • Contribute to office vision on how current emergency-focused efforts can also benefit local communities and structural programmes
  • Contribute to regular reporting and communication, as needed – including by providing support to school and county level stakeholders
  • Explore link with other sectors (including social policy for energy but also youth, protection and field-based generalist staff)
  • Facilitate field visits or Bucharest staff, partners and donors

 

 

 

 

To qualify as an advocate for every child you will have… 

    • University degree, preferably in educational sciences
    • At least 5 years of experience working in field of education with a plus if experience was acquired in a county or national level education institution
    • Ability to make timely and quality judgments and decisions. Planning and monitoring skills; ability to organize work.
    • Computer skills, including internet navigation and various office applications
    • Ability to work in a multi-cultural environment
    • Fair knowledge of English; fluent Romanian
    • Availability for at least 12 consultancy days per month

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
