Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is made up from 192 individual National Societies dedicated to the Fundamental Principles of Humanity, Neutrality, Impartiality, Independence, Voluntary Service, Unity and Universality. 

IFRC’s Plan and Budget consists of Strategies for Implementation (SFI) and of Areas of Focus (AoF). Through its SFI the IFRC supports National Societies deliver relevant services and programs at the community level, country level, across national boundaries at the regional level, and at a global level, using the full capacity of the Federation network to scale up assistance and work multilaterally according to need. The AOF are the programmatic areas where the IFRC will focus its support and where we will be able to measure our collective impact. 

The Country Cluster Delegation (CCD) in Port of Spain (POS) covers 13 countries in the Caribbean. Three main teams deliver assistance, support and advice to national red cross societies: emergency operations, programme and CADRIM COE. In turn, these teams are supported by a support services team. 

The Human Resource Officer reports to the Human Resource Manager who in turn reports to the Head of Delegation. The Officer, Human Resources is a pivotal member of the human resources (HR) team. The post holder anticipates required competences, i.e. skills, knowledge and behaviour, and plans to meet needs, expectations and requirements by delivering professional people management support and assistance.

Job Purpose

The post holder is responsible for coordinating staff recruitment, advising, assisting and supporting the review and development and implementation of procedures, policies and documentation. S/he is also responsible and accountable for administrative processes and standards such as the maintenance of employee personnel files, coordinating with HR service providers, leave tracking and document management.

Job Duties and Responsibilities

Talent Acquisition

  • Advertise all job postings in keeping with the Organization’s Staff Regulations
  • Sift applications, short list and telephone screen candidates
  • Coordinate assessment centres and prepare interview packages
  • Conduct background and reference checks and coordinate medical fitness verification
  • Coordinate and administer the onboarding process and plan
  • Prepare employment offers and contracts
  • Verify all employment documents
  • Establish and manage personnel files

Leave Management

  • Prepare employee leave balances, punctuality / attendance monthly reports
  • Responsible for the administration of leave for all employees inclusive of creation of leave files, data entry, leave computing, forms distributions for approvals and filing

Policy Review and Development

  • Conduct research and utilizes supporting data in the analysis and evaluation of information for the preparation of HRM related policy documents and presentations etc.
  • Continuously review current human resource practices, policies, procedures and systems and recommend remedial action that should be pursued to ensure compliance with current laws, rules and regulations
  • Review job descriptions and revise same annually to ensure local and Federation compliance and relevance
  • Review and update the Cluster’s organisational chart
  • Review and update local staff regulations

Job Duties and Responsibilities (continued)

Employee / Industrial Relations

  • Support the compliance with all labor laws, HR/IR best practices, government regulations and statutory requirements
  • Ensure that all employee contracts are updated with terms and conditions that comply with local labor laws and HR/IR best practices
  • Conduct research on new HR/IR best practices and landmark Industrial Court Judgments
  • Prepare minutes for all disciplinary meetings
  • Update all employee files to ensure filing of statutory documentation

Human Resources Systems and Information Systems

  • Update and maintain accurate information in human resources systems
  • Prepare and disseminate reports
  • Update and maintain the standard human resources document management system
  • Guide and train staff to maximize the use of human resources systems including the learning platform

Education

  • Bachelor’s Degree in Human Resources or Business Management- REQUIRED
  • Certification in Industrial Relations or Labour Law - REQUIRED
  • Certification in Human Resources Management from Human Resources Certification Institute (HRCI) or similar - PREFERRED

Experience

REQUIRED

  • 5 years of experience in a similar role
  • 3 years of experience in recruitment
  • 3 years of experience in policy development
  • 3 years of experience in labour law, compliance and documentation 

PREFERRED

  • Experience in HR online recruitment and information systems
  • Experience in improving gender and diversity 

Knowledge, Skills and Languages

REQUIRED

  • Expert in human resources procedures, policies and processes
  • Proficient in human resources management (HRM) and development (HRD)
  • Proficient in human resources standards and best practices
  • Proficient understanding of employee relations
  • Proficient in the local labour law
  • Proficient in dealing with lawyers and government authorities
  • Expert in computer literacy (Microsoft Office Suite)
  • Proficient in dealing with confidential information
  • Familiar in misconduct, code of conduct case management

PREFERRED

  • Familiar with coaching and mentoring approaches
  • Good command of another IFRC official language (French, Spanish or Arabic)
