Context

The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA’s mission is to support sustainable democratic change by providing comparative knowledge, and assisting in democratic reform, and influencing policies and politics.

International IDEA is managing a four-year programme to support Sudan’s transition to a democratic system of government, and to contribute to SDG 16 (responsive, inclusive, participatory, and representative decision- making at all levels) by improving the capacity of strategically civil society actors engage with citizens and the government of Sudan in a democratic and effective way, with an aim to resume a democratic and peaceful transition in Sudan. The project intends to contribute to these over-arching objectives by inspiring and supporting change processes undertaken by a Group of Eminent Sudanese, strategically chosen public interest groups (including civil society organizations (CSOs), think tanks and research centers).

The programme seeks to support the democratic transition by supporting the establishment of mechanisms for dialogue and consensus building on the transition process; supporting continental and regional efforts of political mediation; strengthening stakeholders’ capacity for constitution building; enhancing stakeholders’ capacity for electoral reform that will facilitate credible electoral processes; and strengthening citizens awareness on the transitional process and broader democratic governance practices. It is anticipated that Sudan’s transition period and processes will provide an opportunity for Sudan’s transition to democracy.

The Programme Officer – Liaison and Coordination will be responsible for liaison, communication, coordination and facilitation of meetings with international organizations like IGAD, AU, key International IDEA member states, offices of special envoys and UN Regional agencies based in Addis Ababa, etc. They will also be responsible for coordination between AWA Regional office and the Sudan program.


Duties and Responsibilities

  • Supports the Regional Office in closely following up on issues in Sudan and dynamics in the neighboring countries and at the regional level.
  • Performs liaison functions including establishing and maintaining contacts with the AU, IGAD, key member states and donors and other continental and regional initiatives relevant to International IDEA’s mandate.
  • Strengthens partnerships with the AU and IGAD and serves as International IDEA’s focal person.
  • Follows up on the activities of the AU and IGAD and the implementation of related International IDEA activities.
  • Contributes to research and protocol support including drafting political analyses, situation updates, policy papers, briefings, narrative reports, and talking points.
  • Coordinates inputs and provides briefing notes, draft reports and prepares updates on International IDEA activities to various regional dialogues organized by the AU, IGAD, and other regional and sub-regional organizations.
  • Coordinates International IDEA’s input in consultation with the Programme Manager and Director Africa and West Asia on engagements in the Sudan and other IGAD governments.
  • Works together with the Programme Manager to ensure activities are implemented in accordance with the workplan.
  • Ensures that all projects and activities are carried out and completed in accordance with International IDEA’s rules and donor regulations.

Education and Experience

  • University degree in peace and security studies, strategic studies, political science, public policy/administration, international relations or similar.
  • Minimum of five (5) years’ experience working in the field of peacebuilding, security, democracy and governance.
  • Demonstrated knowledge of project management and coordination in the field of democracy assistance.
  • Experience in engaging with national or international actors from governments, political parties, civil society and other stakeholders; Knowledge of intergovernmental relations is essential.
  • Experience in managing donor funded projects would be an asset.
  • Fluency in written and oral English is required. Knowledge of any other widely spoken language in an International IDEA priority area (Arabic, French, Spanish) will be an asset.

Terms of Contract:

  • International Post
  • One (1) year fixed term appointment
  • Remuneration - EUR 4 623 per month + benefits
