UNOPS -Mozambique Office is recruiting this position through an Emergency Procurement Process (EPP).

General Background 

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.  

Project Background

The project ‘Mozambique Northern Crisis Recovery Project-NCRP’  will be based in the City of Pemba with project offices in  different locations in Cabo Delgado Province. The Activities of NCRP will be aimed at  improving  access to basic services and economic opportunities for IDPs and Host communities  in targeted areas South of Cabo Delgado and returnee populations and host communities in the newly liberated Districts in the North of Cabo Delgado. The project comprises of 4 main components: 


Component 1:  Building Social Cohesion and Resilience to Conflict. This will include strengthening the capacity of community-based institutions and provision of social services for vulnerable households and individuals.

Component 2: Provision of Livelihood and Economic Opportunities for IDPs and Host Communities through provision of support for the carrying out of livelihood recovery activities for IDPs and for host communities and Supporting jobs creation and professional skills development and Provision of support for the restoration of public administration services and climate resilient infrastructure.


Component 3:  Rehabilitation, construction and equipment of public infrastructure in order to increase access to basic services and public infrastructure. ThiS will include Provision of support for site planning and basic services in relocation sites, Provision of medium-term durable solutions in relocation sites and poorly served host communities, Provision of support for the rehabilitation, construction, and equipment of community infrastructure.

Component 4: Project implementation, monitoring and evaluation that includes provision of support and technical assistance for implementation of project activities through financial management, procurement, safeguards, reporting, and monitoring and evaluation  and strengthening of technical capacity of local government and local agencies.

Purpose and Scope of Assignment   

The Support Services Manager reports to the Senior Programme Manager and leads and guides the Support Services Team in the North of Mozambique Programme Office, fosters collaboration within the team as well as the client-oriented approach. The Support Services Manager works in close collaboration with a number of local internal stakeholders, relevant partners as well as colleagues in HQ - to successfully deliver operations services.

The Support Services Manager acts as an advisor to Senior Management on all aspects of the office management and operations. This includes strategic financial and human resources management, efficient procurement and logistical services, ICT, transportation and vehicle management, administration and security, in accordance with UNOPS rules and regulations. The main purpose of the role is to ensure the right support is in place for current and upcoming projects, balancing operational and project priorities, whilst ensuring effective, efficient and consistent support service provision across the project portfolio and internally.
