Purpose of consultancy

The consultant will support the Ministry of Health (MoH) in planning & strengthening the quality improvement, patient safety and IPC related activities in the country by implementing the priorities of the ‘National Healthcare Quality Improvement Strategic Plan 2020-2024’ to attain a good quality, safe, equitable, patient-centered, efficient, integrated and reliable healthcare system with improved health outcomes and patient satisfaction.

Background

Quality of care is critical for achieving the ‘Universal Health Coverage (UHC), including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all’ which is an imperative of the Sustainable Development Goals. As the transition to value-based care moves forward, the focus in patient care has shifted to quality than quantity. An acceptable level of care depends on the amount of value that any healthcare resource provides and the collaborative efforts that engage patient in decision making. Quality improvement approaches focus on improving health outcomes by improving the processes in healthcare settings, establishing a safety culture and strengthening the infection prevention and control activities.

The ‘National Healthcare Quality Improvement Strategic Plan 2020-2024’ provides a five-year strategic guidance to commence with the quality improvement approach in healthcare system of Timor-Leste. The strategic plan highlights human resource, health infrastructure & health service delivery as three priority areas in the country to be focused delineated with goals which emphasize to strengthen leadership and management for quality improvement, organizational capacity, competent health workforce, quality standards, accreditation and licencing system and patient centric care.

The Cabinet of Quality Assurance in Healthcare (CQAH), MoH is leading the national direction in improving the quality of care in Timor-Leste through strategic approach and interventions of the ‘National Healthcare Quality Improvement Strategic Plan 2020-2024’.

This consultancy is required to provide technical support to the MoH in implementing the priorities of the ‘National Healthcare Quality Improvement Strategic Plan 2020-2024’ and scale-up the quality improvement patient safety and IPC related activities to improve the health outcomes in the country.

Deliverables

Output 1: Provide technical support to implement priorities of the National Healthcare Quality Improvement Strategic Plan Timor-Leste 2020-2024

Deliverable 1.1: Support implementation of MoH Identified priorities and plan quality improvement interventions in the country

Deliverable 1.2: Liaise with the Cabinet of Quality Assurance in Healthcare (MoH) to prepare the short-term need-based action plan

Deliverable 1.3: Support the Cabinet of Quality Assurance in Healthcare (MoH)) to implement the action plan for quality improvement, IPC and patient safety & improved patient satisfaction

Output 2: Provide support for development of Quality Standards for healthcare facilities of Timor-Leste

Deliverable 2.1: Support situational analysis of the existing system and analysis of context-based requirement of relevant quality standards for healthcare facilities of Timor-Leste

Deliverable 2.2: Technical support and liaisoning with the Cabinet of Quality Assurance in Healthcare (MoH) and the team of external consultants for development of quality standards for healthcare facilities of Timor-Leste

Deliverable 2.3: Technical support to the Cabinet of Quality Assurance in Healthcare (MoH) to develop action plan for implementation of quality standards in healthcare facilities of Timor-Leste

Deliverable 2.4: Training and capacity building of health workforce for implementation of quality standards in healthcare facilities of Timor-Leste

Output 3: Provide technical support and coordination for development of five-year strategic plan for registration & licencing of healthcare facilities of Timor-Leste

Deliverable 3.1: Support the situational analysis to identify the requirements of the strategic plan for registration & licencing of healthcare facilities of Timor-Leste

Deliverable 3.2: Support the Cabinet of Quality Assurance in Healthcare (MoH) to implement the priorities of the developed strategic plan

Output 4: Provide technical support for development of National IPC guidelines for healthcare facilities of Timor-Leste

Deliverable 4.1: Situational analysis of the existing IPC practices in the healthcare facilities of Timor-Leste

Deliverable 4.2: Technical support and liaisoning with the Cabinet of Quality Assurance in Healthcare (MoH) for development National IPC guidelines & its implementation in the healthcare facilities of Timor-Leste

Deliverable 4.3: Support the MoH in all IPC related interventions

Output 5: Provide technical support to implement Global Patient Safety Action Plan 2021-2030

Activity 5.1: Technical support to the Cabinet of Quality Assurance in Healthcare (MoH) for implementing the 7x5 strategic framework of Global Patient Safety Action Plan 2021-2030

Activity 5.2: Technical support for conducting the member states survey for assessing the progress on implementation of the global action plan using a structured Global Patient Safety Assessment Tool (GPSAT).

Deliverable 5.3: Support the MoH in implementing quality tools AND relevant innovations to ensure patient safety in the healthcare facilities of Timor-Leste

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Bachelor’s degree in Medicine/Public Health/related field

Desirable: An advanced degree in Public Health/Health Systems Management/Hospital or Healthcare Management or other relevant disciplines.

Experience:

Essential:

  • At least 5 years of work experience at the National/International level in the field of Public Health/Quality Improvement in Healthcare/Health Policy/Health Systems Strengthening.
  • Experience of working within Health Systems, preferably with Ministries in LMIC countries.

Desirable:

  • Experience of working with international health organizations (such as the experience of working with UN or other international development organizations).
  • Experience of working in LMICs.

Skills/Knowledge:

  • Knowledge of key concepts and approach to quality and quality Improvement in healthcare.
  • Work experience in quality improvement in healthcare and health systems strengthening at National level, preferable in LMIC country.
  • Previous experience in developing policies, guidelines strategies, implementation plans, review reports, situational analysis and evaluation briefs,
  • Excellent drafting and reporting skills.
  • Knowledge of MS-word like MS-word, Excel etc.

Language required:

Essential: Excellent knowledge of written and spoken English

Desirable: Knowledge of Tetum and/or Portuguese would be considered an advantage

Location

On site: Timor-Leste, WHO country office

Travel

If travel is involved, full medical clearance is required. The selected Consultant will be expected to provide a medical certificate of fitness for work

Local travel within the country, where needed, will be arranged by WCO Timor-Leste

Remuneration and budget (travel costs are excluded):

  • Remuneration:

Band level A - USD 3,955 – 6,980 per month, depending on the consultant’s experience and educational background

  • Living expenses: Per diem will be paid as per WHO rules applicable to international consultant for travel.
  • Expected duration of contract:

11 months. Additional contracts can be offered based on funding availability and satisfactory performance
