Purpose

The Analysis & Evidence unit supports the organization by monitoring all operational situations, developing processes that will detect circumstances sufficiently early to allow multidisciplinary responses, thematic analysis, evaluation, accountability of outcomes and on-going learning. The Head of Analysis & Evidence directs and develops the ICRC’s Analysis & Evidence (A&E) strategy. S/he ensures that A&E work is aligned with the organization’s objectives, regional strategic frameworks and delegations’ priorities.

Accountabilities & Functional responsibilities

  • Formulates the Analysis & Evidence global strategy and leads on its operationalization.
  • Defines the ICRC's approach to evidence-based programming.
  • Together with the A&E Talent Manager, manages the Analysis and Evidence staff pool.
  • Plans the A&E Unit’s objectives and resources, coordinates its activities, and supervises attainment of its objectives in the field.
  • Follows international developments linked to Analysis & Evidence and keeps abreast of emerging trends and challenges.
  • Oversees, checks and evaluates the relevance and quality of A&E work and support function. Identifies the programmes that require evaluation.
  • Prepares and follows up on the A&E budget, checks that it complies with the ICRC’s financial regulations, and directs resource allocation to meet operational and financial needs.
  • Supervises the A&E Unit staff and engage them in strategic discussions on key evolutions in A&E approaches and modalities.
  • Coordinates closely with peers from other Units, Programmes and Departments on alignment and collaboration on concepts, approaches, methodologies and tools.

  • Establishes (or supports team members in doing so) and drives partnerships with other organisations, academic institutions and the private sector in coordination with relevant units and departments.
  • Participates in institutional change projects as required and drives necessary change within the Unit.
  • Maintains, develops and reinforces contacts with external experts and other organizations (the International Red Cross and Red Crescent Movement, United Nations, NGOs, academic institutions and other international bodies).
  • Represents the ICRC in conferences, workshops, events and round tables on topics related to planning monitoring and evaluation, results based management, operational information management, etc.
  • Ensures audit trail and governance for A&E products.
  • Performs other related duties as required.

People management responsibilities

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision.
  • Makes sure that deadlines for the PMD cycle are met.
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

Scope & Impact

  • Directs and develops the A&E strategy, general orientations and objectives at the global level
  • Has 5-7 direct reports and supervises functionally 6 A&E Specialists in the regional hubs

Relationships

  • Internally, interacts with the PES Department management and heads of units, regional leadership, the Executive Office of the Director General, the Department of Operations, and other relevant stakeholders in the rest of the institution.
  • Externally interacts with organizations in the same field of expertise (e.g. UN agencies, NGOs, academia, Statistical Offices).

Certifications / Education required

  • Advanced University degree in Economics, Social Sciences, Political Science, or another related field
  • A Master’s in Business Administration (MBA) and other ICRC management courses (LAT/IMaP, HLMS) is a plus
  • Very good command of English. Good knowledge of another ICRC language (French, Spanish, Russian, Arabic) is a strong asset.
  • High computer proficiency

Professional Experience required

  • Typically, 15+ years of overall professional experience with 10-12 years of experience in needs assessments, monitoring & evaluation, operational information management and analysis, result-based management, strategic planning or a closely related area
  • Proven field experience in the humanitarian sector, with at least one assignment as an A&E Coordinator (or the equivalent within another humanitarian organization).
  • Relevant humanitarian experience in the ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
  • Confirmed experience as team leader for functions linked to the A&E mandate within the ICRC, the Movement or another humanitarian organization (e.g. Planning, Monitoring and Evaluation, Operational Information Management, Results Based Management, etc.).
  • Proven experience in managing diverse teams in achieving shared objectives
  • Experience in project management
  • Proven knowledge and experience of participatory approaches, situation and problem analysis, and more broadly AAP.
  • Experience in analysing, interpreting and presenting information for decision making.
  • Experience in participating in the design and implementation of EcoSec, WatHab, Prot, Health and/or WeC programmes (or equivalent in other similar organizations)
