Expected duration

Duties and Responsibilities

• Design application, user navigation wireframes.
• Design and layout of applications and relevant communication artefacts and templates.
• Implement and maintain design code base using HTML5, JavaScript, CSS using the latest web design techniques and frameworks such as ExtJS, Angular, Bootstrap, Ionic, React.
• Provide guidelines to the developer on the implementation and changes of user interfaces, following project-specific and generic design and usability requirements.
• Participate in validating the solution by performing functional, design, usability, and cross-device tests.
• Able to conduct User research and Usability testing, including knowledge of User Interface, Material Design;
• Prepare the necessary project related technical documentation.
• Apply industry standards and best practices in writing and performing codes, testing, and complying with security standards and policies for the produced artefacts.
• Perform other related duties as required.

Qualifications/special skills

Academic Qualifications:

A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines;

Experience:

• A minimum of 3 years of experience for a bachelor’s degree and a minimum of 1 years for a master’s degree in public Cloud environments or related.

• Agile or SCRUM Project participation experience.
• Skillful in IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration, infrastructure, and networks).
• Experience in the design of web applications and public sites.
• Experience in mobile and responsive application design.
• Experience in producing wire-frames and technical documentation.
• Skillful in producing CSS, Fonts and Stencils, JavaScript, Browser rendering, Bootstrap, and Adobe Suite for design and multimedia media production.
• Experience in customer identity design, such as logos, look & feel, and marketing.
• Experience in search engine optimization techniques.
• Must have a working knowledge of applications development and technical architecture
• Must be technologically savvy, demonstrating the ability to easily adapt to new and unfamiliar technologies, software, and systems.
• Must have a good understanding of business applications, technologies & software.

DESIRABLE Qualifications

• Experiences in Atlassian tools like Jira, Team Foundation Server, and GIT version control
• Experience with tools like Sencha, Adobe XD, Photoshop, Sketch
• Experience with open source CMS such as Drupal and WordPress
• Web technologies HTML, CSS, Bootstrap, Javascript, JQuery, Angular JS, Ajax, React, and Ionic
• Relevant industry certifications, including PRINCE2 & ITIL

• Interpersonal and collaborative skills.
• A high degree of initiative, dependability, and ability to work with little supervision.
• High level of personal integrity and the ability to professionally handle confidential matters and show an appropriate level of judgment and maturity.

Language:

• Fluent in spoken and written English.

Contract Conditions:

• The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
• Remuneration for this consultancy will be 1,400 USD, depending on the fund availability, qualifications, and relevant experience.
• The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) to enhance livelihood and human development opportunities for Palestine refugees in Gaza.
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost-recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking a Frontend Designer - Consultant to work on UNICC consultancy services. The incumbent will be responsible for implementing and supporting ongoing and new web and mobile applications projects.

The consultant will report administratively to the Head Information Technology Service Centre at Headquarters Gaza and report technically to United Nations International Computing Center (UNICC).
