The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.


The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

The position is located in the ILO Decent Work Technical Support Team for East and South East Asia and the Pacific and the Country Office for Thailand, Cambodia and Lao People’s Democratic Republic (DWT/CO-Bangkok). The DWT/CO Bangkok provides high-quality, timely, and integrated technical support to the Regional Office for Asia and the Pacific and to Country Offices in the design, implementation, monitoring and evaluation of Decent Work Country Programmes (DWCPs), within the framework of the UN Sustainable Development Goals and outcome-based work plans 

The ILO Centenary Declaration for the Future of Work adopted in June 2019 reaffirms the centrality of climate change in the pursuit of the mandate of the ILO to advance social justice. The Declaration recognizes climate and environmental changes as key drivers of the transformation of the world of work. It highlights a just transition towards a sustainable future of work in its economic, social and environmental dimensions, as a core focus for ILO’s work in its second centenary. The Call to Action for a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable and resilient mandates the ILO to advance research and improve data on the potential of the Sustainable Development Goals (SDGs) to generate decent work in order to help focus financing for development strategies on employment-intensive investments and a just transition to environmental sustainability, including in the circular economy, as an integral part of the recovery process.

The Guidelines for a just transition towards environmentally sustainable economies and societies for all formulated through a tripartite consensus among representatives of governments, employers’ and workers’ organizations provide a policy framework and a practical tool to guide the transformation to low-carbon and climate-resilient economies taking into account the social and employment-related dimensions. An important aspect of the ILO’s work is to support ILO constituents with developing a full understanding of the nature and scale of changes that could take place in labour markets as a consequence of climate and environmental change, and the policy responses that countries take. 

The position reports to the Director of DWT/CO-Bangkok and receives technical guidance and advice from the Head of the Green Jobs Programme within the Enterprises Department at ILO headquarters. The successful candidate will be a member of the ILO Global Technical Team on promoting sustainable enterprises and will work in close coordination with other specialists in the region and in headquarters technical units.

Specific Duties

1.Monitor, analyse and assess trends and the impact on enterprises and labour markets of international and national climate change and environmental policies, in order to assist in the development of coherent policy responses that promote sustainable development and the creation of productive decent jobs across the region.
2.Develop, lead and coordinate the development of gender-responsive policies, programmes and tools of the Green Jobs Programme for application at the regional, sub-regional and national levels as well as for input into lobal products related to green jobs, responding to constituents’ needs and in keeping with relevant SDGs.
3.Ensure cooperation and coordination with technical specialists across the region working on different policy areas to ensure an integrated approach and policy coherence in programme development across the Decent Work Agenda. 
4.Provide technical inputs to the design and implementation of DWCPs as well as United Nations (UN) and other development cooperation frameworks.
5.Work closely with the ILO Green Jobs Programme at headquarters on key messaging, programming, and the development of tools and products to the benefit of ILO constituents. 
6.Identify opportunities for strategic and technical partnerships with other UN agencies, regional technical and financial institutions, regional and national actors, multilateral development banks and international financial institutions and research institutions with a view to enhancing collaboration, developing joint approaches and programmes and accessing resources.
7.Convene and represent the ILO at major international and regional tripartite fora on the environment and decent work with strategic players, national and international development partners, international financial institutions and multilateral and regional institutions of the UN system and other key stakeholders and organizations.
8.Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Lead, organize, plan, supervise and control the programme of work on environment and decent work (including managerial functions).
  2. Develop and manage a wide range of programmes and activities in matters relating to the field of Environment and Decent Work, Green Jobs, just transition and sustainable development policies. The work involves the development of recommendations and guidelines leading to policy advice and formulation of ILO programs in the region.
  3. Facilitate the participation of constituents in the development of efficient and equitable action programs within the institutional framework provided by the ILO. 
  4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
  6. Evaluate the efficiency and effectiveness of the project activities.
  7. Lead technical advisory missions.
  8. Conduct seminars, workshops and technical meetings.
  9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
  10. Write manuals and training guides on related topics.
  11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).

Required qualifications


Advanced university degree (Master’s or equivalent) in economics, business management, natural resources or environmental management or other relevant field. A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.


At least ten years of experience, including at the international level, in matters related to the field of decent work, the environment and sustainable development. Experience with international organizations will be an advantage.


Excellent command of English. A working knowledge of a second official language (French, Spanish) of the Organization would be an advantage.


In addition to the ILO core competencies, this position requires:

Demonstrated and recognized technical and /or managerial leadership in the fields outline above; demonstrated technical expertise to devise new methods, concepts, approaches and techniques leading to new guidelines and decision-supportive tools; ability to prepare strategy reports in the field of specialization, background documentation and reports for regional conferences, information material of a technical nature, training manuals, draft resolutions; ability to provide policy advice, develop and manage large projects, launch innovative ideas and programs involving a wide range of partners; ability to perform with competence and diplomacy with stakeholders of different interests, including in the context of complex negotiations. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.




Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
