  1. Purpose of the Consultancy

To provide technical guidance to HAS Unit to respond adequately to those countries’ technical support needs. The consultant will provide clinical and programmatic expert advice to HAS Unit and to Member States on all matters related to HIV and hepatitis treatment and Prevention.

  1. Background

Most countries increased the number of PLHIV tested and on anti-retroviral treatment.
However, the overall treatment coverage remains 25%. HIV programs face many challenges in particular in terms of engaging PLHIV in HIV prevention, testing, care and treatment.

EMR Member States suffering emergencies (e.g. Libya, Iraq, Syria, Somalia, Afghanistan); high burden of HIV (e.g. Sudan, Iran and Pakistan); programmatic weaknesses (Tunisia, Egypt) require intense advocacy and technical assistance to raise commitment, develop norms and standards, establish local expertise and eventually speed up the progress towards scaling up HIV testing and treatment.

The objective of the WHO Regional Office of the Eastern Mediterranean Region (EMRO) is to assist Member States in strengthening the health sector response to HIV/AIDS and hepatitis. Member States are supported to develop appropriate health sector policies and strategies and effective organization and operation of comprehensive HIV/AIDS and Hepatitis prevention, care, and treatment programmes.

Output 1: Member States expertise in clinical management of HIV enhanced

Deliverable 1.1: To provide clinical and programmatic expert advice to HAS unit on all matters related to HIV diagnosis and treatment, PrEP and prevention of mother-to-child transmission (PMTC).

Deliverable 1.2: To coach and advise Member States on norms and standards as well as selection of clinical management approaches and medications, upon their request

Deliverable 1.3: To conduct capacity building in HIV clinical management, PrEP and/or PMTCT upon requests that may come up from WROs to HAS/EMRO

Deliverable 1.4: To lead sub-regional consultation on PrEP and HIV self-testing, focused on MER countries

Output 2: Analysis of the situation of access to testing and treatment in the EMR and strategic advice for improvement

Deliverable 2.1: Regularly analyse available data on coverage of HIV testing and treatment and provide critical advice to HAS on their improvement

Deliverable 2.2: Lead discussions with national programmes, based on analyzed data, on means to improve coverage of HIV testing and treatment

Deliverable 2.3: Develop and maintain information sheets comprising country information on latest HIV treatment regimens used in countries, treatment coverage levels and key recommendations

Output 3: Provide HAS with recommendations and key actions to rapidly scale up HIV testing and treatment

Deliverable 3.1: Submit at the end of the assignment on 31 December 2022 to HAS Unit the final assignment report in English, in hard copy and soft copy, preferably on MS word version along with an executive action document which include an executive summary, recommendations, and plan of action.

- Qualifications required:

Advanced university degree in Medicine

- desirable qualifications

A degree in Public Health

- Experience required:

  • At least 10 years’ experience in public health, with special experience in HIV clinical management.

- Desirable

  • Familiarity with WHO guidelines as well as with health policies and strategies in the Region.

- Skills / Technical skills and knowledge:

  1. Reporting and technical analysis
  2. Analytical writing
  3. Communication skills

- Language requirements:

Fluency in English (Read - Write - Speak) is required

Working knowledge of Arabic or French is an asset

  1. Place of assignment

Mixed modality: On-site consultant, country missions and presence in RO, to be decided in due course

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
