Background

The Programme and Policy Development Department (PD) leads corporate efforts to develop and implement WFP’s Strategic Plan (2022-2025) and ensure the quality of WFP’s programmatic offer in all settings. Those efforts include putting in place the policies, strategies, partnerships, tools and capacities to enable WFP to deliver on its mandate of saving lives and changing lives by delivering assistance directly where it is needed and facilitating national zero hunger solutions.
PD’s work covers key commitments and initiatives that support the implementation of approved policies, including in regional bureaux and country offices, notably in the areas of food systems, resilience, nutrition (including school-based programmes), gender equality and women’s empowerment, environmental sustainability, and protection and accountability to beneficiaries. This also includes action with respect to audit and evaluation findings – such as in the areas of beneficiary information management, oversight of non-governmental organizations, and school feeding activities – and increased support for the promotion of resilient food systems.
WFP’s Strategic Plan outlines four cross-cutting priorities which represent commitments that WFP has made to maximize programme effectiveness. Enshrined in WFP’s policy framework, they will be applied and measured across the span of WFP operations. The cross-cutting priorities cover protection and accountability to affected populations; gender equality and women’s empowerment; nutrition integration; and environmental sustainability.

JOB PURPOSE

The purpose of this position is to coordinate and deliver work related to performance measurement and management of cross-cutting priorities. Key areas of attention will be the following:
• Coordination of the project Performance Management for WFP Cross-Cutting Priorities noting that this will be a substantive contribution to the overall coordination of corporate knowledge management and results related to the cross-cutting priorities as approved in the CRF 2022-2025.
• Provision of normative guidance for corporate quality assurance, monitoring and reporting to ensure effective implementation of the Strategic Plan and the CRF cross-cutting priorities. This will include the coordination of procedures and tools such as SOPs to aid corporate performance measurement efforts.
• Lead coordination efforts to strengthen WFP’s approach to performance management of cross-cutting results. Cross-cutting priorities span both programmatic and management dimensions and are relevant to all aspects of the nexus linking humanitarian and development work.
• Promoting dialogue to sensitize internal stakeholders on performance management and accountability issues related to cross-cutting priorities, working in support of all consultative mechanisms.
• The work will be carried out in close collaboration with technical units, knowledge management specialists, risk management specialists and other units and in constant consultation with technical and functional units. This will also require consultations with COs/RBs and other units at Headquarters.
• Coordinate with other corporate initiatives related to cross-cutting priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

Working under the overall supervision of the Director, Strategic Coordination, and daily supervision of the Executive Manager, PD1, the selected candidate will be responsible for the following duties:

 

1. Lead the coordination of an integrated approach for strengthening performance measurement of cross-cutting priorities in CSPs.
2. This approach will operationalize corporate solutions to ensure cross-cutting priorities are effectively applied across nexus in three main ways:
• as elements of analysis that are mainstreamed throughout the programme cycle to enhance the effectiveness, impact and sustainability of WFP programmes;
• as specific and targeted programmes and actions that aim to implement cross-cutting priorities in line with their respective corporate policies, for example, the Zero Tolerance Policy on SEA, new Protection Policy, revised Gender Policy etc.;
• as Environmental and Social Safeguards (to ensure WFP’s programmes do no harm).
3. Convene and manage a global Working Group (WG) on performance management of cross-cutting priorities reflecting the centrality of cross-cutting priorities in meeting the needs of beneficiaries and galvanizing corporate buy in for a holistic approach to the performance measurement and management in cross-cutting priorities.
4. Prepare specifications for a system, part of an integrated corporate solution, to manage cross-cutting priorities, if required during the development of the scope of the project.
5. Building on existing and on-going efforts, streamline and coordinate performance management SOPs and tools for the effective mainstreaming of cross-cutting priorities in WFP’s CSPs and M&E plans, as and where relevant, to corporate planning and performance.
6. Manage funds specifically allocated for these activities including the BHA general contribution allocation. This includes sub-allocations to key divisions as needed and preparation of any financial and performances reports as envisioned in the BHA proposal.
7. Other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Specialized university degree, or first university degree with minimum 10 years of relevant work experience and/or training/courses.
Experience: Minimum 10 years of postgraduate, progressively responsible experience in result-based management (RBM), project design, with monitoring and management in international contexts desirable. Experience developing tools to implement cross-cutting portfolios, and/or Environmental and Social Safeguards and M&E systems, including indicator formulation and knowledge of how this relates to corporate results pathways desirable. Knowledge of donor assessments, particularly as well as related donor and OECD-DAC guidance. Experience in the analysis of both qualitative and quantitative data and reporting in the field desirable. Experience with management accountability, oversight and compliance indicators, and with developing and delivering training materials in the area of RBM, project cycle management and M&E is desirable.

Languages: Fluency in oral and written English. Fluency of another UN language (French, Spanish, Arabic, Chinese, Russian) or WFP working language of Portuguese

OTHER SPECIFIC JOB REQUIREMENTS

Deliverables

The delivery of a completed, coherent, and holistic set of deliverables as follows:
• A streamlined SOPs outlining what WFP’s cross-cutting results are and how progress and success in these areas are/will be measured; including the tools used at country level;
• An updated set of corporate indicators on cross-cutting priorities, based on the CRF indicators and those indicators which are being piloted, and also based on revised corporate policies and EB requirements;
• Specifications for live reports, preferably within the existing platforms, allowing WFP to report on the implementation of cross-cutting priorities globally and by country /theme (depends on additional KM expertise and systems facilities);
• Coordination and management of the Global WG of cross-cutting Performance Management.

Critical Success Factors

  • Demonstrated effectiveness in coordinating results-based management frameworks and related implementation guidance with a focus on programme and project cycle management, mainstreaming of cross-cutting priorities;
  • Experience in handling the transitioning of offline requirements and procedures into online platforms enhancing knowledge management and reporting capabilities;
  • Excellent drafting ability and communication skills, both oral and written;
  • Ability to conduct presentations clearly and concisely;
  • Strong facilitation skills and ability to integrate concepts with practice;
  • Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavor through demonstrated technical leadership;
  • Collaborative spirit to establish and maintain effective working relationships with a wide range of people at all levels and across different cultures, with credibility and diplomacy;

• Practical knowledge on how WFP’s monitoring data is collected, compiled, analyzed and presented for management decisions, programme adjustment and donor reporting.

• Ability to prepare relevant documentation and training materials and facilitate and train different audiences.
