The International Transport Forum (ITF) is a global intergovernmental organisation with 64 member countries within the OECD family. The ITF works to foster a deeper understanding of the role of transport in economic growth, environmental sustainability and social inclusion and to raise the public profile of transport policy. It acts as a platform for discussion and pre-negotiation of policy issues across all transport modes. We analyse trends, share knowledge and promote exchange among transport decision-makers and civil society. The ITF’s Annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

The ITF is looking for a dynamic and skilled Modeller/Analyst to contribute to the development of ITF’s global urban freight model and policy analysis (quantitative and qualitative) in response to decarbonisation and sustainable infrastructure development. An ideal candidate will have 1) proven experience developing multi-modal strategic transport models or good overall transport and infrastructure modelling knowledge and 2) proven experience in managing projects and conducting policy analysis in the transport sector. The candidate(s) will take responsibility for model development and maintenance and combine their strong technical and analytical skills to effectively communicate ideas and outputs to technical and non-technical audiences. The retained applicant(s) will be part of a diverse team of policy experts, researchers, modellers, and data/statistical experts, where teamwork and independent working are requirements. The retained applicant will report to the ITF’s Data and Policy Analytics Team Lead.

Main responsibilities

Model development

  • Develop and maintain the ITF’s global urban freight model, including data collection, model calibration and validation, and analysis to evaluate the impacts of different policy measures and to inform policy-making.
  • Contribute to developing the connections between the global urban freight model and other ITF global models.
  • Conduct case-specific model development as required, including statistical and econometric analysis, especially in decarbonisation and sustainable transport infrastructure development.

Data visualisation and model documentation

  • Develop eye-catching static/dynamic visualisations and concise written materials to communicate findings to non-technical audiences.
  • Contribute to the model documentation to make these resources publicly available.

Policy analysis

  • Analyse transport policy issues and modelling outcomes and contribute to reports for publication, guidance documents, policy briefs and presentations in sustainable transport and infrastructure development.
  • Contribute to policy analysis in other areas, such as safety, gender and social equity, digital technologies, emerging new mobility services, etc.

Project management, liaison and organisation

  • Independently manage ITF projects or workstreams and case-specific policy analysis projects.
  • Engage with policy officials of member countries, the private sector, other intergovernmental organisations and international financial institutions to ensure effective collaboration.
  • Represent the ITF, independently and as part of a team, at international conferences and meetings.
  • Organise meetings, workshops, and panel sessions for the ITF, including at the Annual Summit, and in co-operation with external organisations.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in transport planning, economics, engineering, data science, mathematics or a related discipline.
  • A completed PhD is preferred

Professional Background

  • At least two years of relevant professional experience in multi-modal transport modelling and preparing economic and policy analysis of transport and related issues
  • Experience in transport demand and behavioural modelling, such as discrete choice modelling, 4-step models, activity-based/agent-based models, etc.
  • Experience in assessing the economic, social and environmental impacts of transport infrastructure development, transport demand pattern shifts, and new technology developments in transport-related services.
  • Experience in spatial analysis related to transport infrastructures, land-use or urban planning, and working with large data sets.
  • Demonstrated capacity to contribute to the production of high-quality policy analysis reports under tight deadlines.
  • Demonstrated ability to manage and prioritise multiple tasks.
  • Solid experience in managing projects would be an advantage.
  • Excellent oral and written communication skills.

Tools

  • Proficiency in at least one programming language, such as R, Python or Java.
  • Experience in using GIS tools, particularly QGIS and PostGIS.
  • Knowledge of statistical software, such as SAS/STAT, Stata, or SPSS.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.
  • Ideal starting date\: March 2023.

Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen for January 2023 and panel interviews are planned for end of January 2023.
