Associate Protection Officer
Organizational Setting and Work Relationships
The Associate Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses. S/he supervises protection standards, operational procedures and practices in protection delivery in line with international standards.
The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor. S/he also ensures that persons of concern are meaningfully engaged in the decisions that affect them and support programme design and adaptations that are influenced by the concerns, priorities and capacities of persons of concern. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection.

- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Foster their consistent and coherent interpretation and application through mainstreaming in all sectors and /or in clusters in applicable operations.
- Assist in providing comments on existing and draft legislation related to persons of concern.
- Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Conduct eligibility and status determination for persons of concern in compliance with UNHCR procedural standards and international protection principles.
- Promote and contribute to measures to identify, prevent and reduce statelessness.
- Contribute to a country-level child protection plan as part of the protection strategy to ensure programmes use a child protection systems approach.
- Contribute to a country-level education plan.
- Implement and oversee Standard Operating Procedures (SOPs) for all protection/solutions activities which integrate AGD sensitive procedures.
- Oversee and manage individual protection cases, including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
- Recommend durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
- Assess resettlement needs and apply priorities for the resettlement of individuals and groups of refugees and other persons of concern.
- Participate in the organisation and implementation of participatory assessments and methodologies throughout the operations management cycle and promote AGD sensitive programming with implementing and operational partners.
- Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial and/or cluster partners.
- Facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
- Promote and integrate community-based approaches to protection and contribute to capacity-building initiatives for communities and individuals to assert their rights.
- Support activities in the area of risk management related to Sexual Exploitation and Abuse, fraud, case-processing, data protection, and human rights due diligence at country level.
- Participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
- Intervene with authorities on protection issues.
- Negotiate locally on behalf of UNHCR.
- Decide priorities for reception, interviewing and counselling for groups or individuals.
- Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
- Enforce compliance with, and integrity of, all protection standard operating procedures.

Relevant Job Experience
Professional experience in the area of refugee protection, internal displacement, human rights or international humanitarian law. Good knowledge of International Refugee and Human Rights Law and ability to apply the relevant legal principles.
Field experience, including in working directly with communities. Good IT skills including database management skills.

Nature of Position:
Repeated cycles of violence and conflict in the Central African Republic (CAR) have had spill over effects in the Democratic Republic of the Congo (DRC) with the two countries sharing a 1,500km border. In 2021, UNHCR biometrically registered 73,645 CAR refugees and asylum-seekers who had fled violence and insecurity following the 2020 presidential election, seeking safety in northern DRC. Small population movements involving people fleeing ongoing disarmament operations by the CAR government and its allies, or inter-ethnic conflicts in some prefectures of CAR causing forced displacements continue to be reported by local authorities.
As of 31 May 2022, about 209,495 CAR refugees have found refuge in the DRC. About 25 per cent of all CAR refugees live in five camps, while 75 per cent are spread across remote and hard-to-reach border villages in the provinces of North Ubangi (114,792), Bas Uele (49,305) and South Ubangi (44,910), while about 400 others are in the capital - Kinshasa and a couple of other provinces.
In 2021, UNHCR and partners began implementing the alternative to camps policy that aligns with the Global Compact on Refugees. This policy seeks to strengthen protection and assistance to refugees as well as support the communities hosting them through a series of activities aimed at improving access to social and economic services. In line with this policy, UNHCR has identified 10 villages in North and South Ubangi provinces to serve as development hubs. Four of these hubs are progressively being operationalized. They are Sidi, Nzakara, Wenze and Modale to which a total of about 16,400 refugees have already been relocated.
UNHCR and partners have also continued to pursue durable solutions for CAR refugees in northern DRC, notably through voluntary repatriations since 2019. As of 30 June 2022, a total of 13,998 persons have been repatriated from Inke, Mole and Boyabu camps in North Ubangi and South Ubangi to parts of CAR where the security situation has been confirmed as stable. UNHCR plans to facilitate returns for 20,000 persons in 2022 out of them 3,344 refugees have already gone back home since the relaunch of the operation in May.
The Sub-Office manages one Field Office in Libenge, one Field Office in Yakoma et one Field Office in Bili with approximatively 80 workforce.
The incumbent of the position will closely collaborate with the Snr Protection Officer in lien with protection issues and may represent the Organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.
The Associate Protection Officer will coordinate quality, timely and effective protection responses to the needs of populations of concern in North and South Ubangi Provinces. S/he ensures that persons of concern of all age, gender and diversity groups are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying and implementing appropriate solutions to their problems. To undertake this role effectively, the incumbent will need to build and maintain effective interfaces with other relevant teams within the operation (including programme; Reporting and external relations; Information Management) and with communities of concern, authorities, protection and assistance partners.
Therefore, previous experience working with emergencies situation is essential. As the local working language is French, the knowledge of French for the incumbent is desirable.
Living and Working Conditions:
Staff members may either live at UNHCR Guesthouse or in town where limited accommodation may be found. Gbadolite has a population of about some 180,000 inhabitants (latest 2018 data) and is located 25 kilometers south from Mobayi which is a town established at the Ubangi River. The Ubangi is the border with the Central African Republic and Gbadolite is situated at some 1,150 kilometers northeast of Kinshasa. Gbadolite was the ancestral home and residence of Joseph-Desire Mobutu (President of Zaire from 1965 to 1997) but also the area of Jean Pierre Bemba. There is electricity thanks to the dam at Mobayi but it happens the electricity supply breaks down for some days or weeks and generator back up is required. The quality of the water is poor and most of the time is not available at nighttime. Housing opportunities are also very poor and expensive for rather low quality. The climate for most of the year is characterized by humid and hot temperatures while the rainy season brings into surface crawling reptiles and insects. There are very limited medical facilities in Gbadolite that are not equipped to deal with serious medical cases. Evacuation opportunities are limited since there are only 2 flights per week. However, air ambulance evacuation can be organized for life threatening emergencies during day time. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. Malaria is the most common disease. As a general advice, applicants for the post should be psychologically prepared for the aforementioned context. The Office is of the view that, all things being equal, the two-year SAL should be upheld to avoid burnout. There is an R&R cycle of 8 weeks.
There is one good banking facility at Gbadolite and good network from the office, PAMA and Wifi.
