Standard Job Description

Head of ODJE Unit Organizational Setting and Work Relationships The position is located within the Division of Human Resources (DHR). The Division¿s mission statement indicates that DHR is a strategic, trusted and innovative business partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all. The incumbent of this position supports the UNHCR¿s People Strategy and contributes to the implementation of the 2018 independent HR review which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division from a largely transactional model into a strategic business partner for field operations and senior management. The Head of ODJE Unit leads the Organizational Design and Job Classification stream of the Human Resources Operational Partnership Section (HROPS). The incumbent maintains a strategic overview of UNHCR's organizational design. Through a process of internal consultation and dialogue with other entities including Bureaux and Divisions, the incumbent contributes to HROPS leadership role in organization's structural reviews ensuring that organizational design focuses on establishing and/or changing organizational structure to support the organizational entities achieving their objectives. Key issues linked to organizational design that could be reviewed in order to create a unified and coordinated approach to the structure and layout of the operations across the organization include types of offices to be established, functions to be covered, grade levels of the positions and broad definition of reporting lines between and within offices. Within this context, the incumbent closely follows progress on the implementation of UNHCR's structural and management change processes and provides support and advice for further consolidation and fine-tuning. The incumbent works closely across DHR and with HR colleagues in Operations, Divisions and Bureaux as well as the Change Team. S/he will also be in contact with other UN and International Organizations in order to exchange best practices in the area of Organizational Design and Job Classification. The Head of ODJE Unit also leads the Job Evaluation team to meet job classification needs of UNHCR for positions that are globally located at different geographical and operational environments. The incumbent ensures that the fundamental standards, parameters and the guidelines that are established by the International Civil Service Commission (ICSC) are applied with appropriate and logical adaptations to match the organisation specificities. The Head of ODJE Unit works under the direct supervision of the Chief of SWSP Section and directly supervises 2 P3 positions (HR Planning Officers). All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Initiate, when required, reviews of UNHCR's organizational structures; initiate internal consultations on all aspects of organizational design, engaging in field missions where relevant. - Review and respond to restructuring proposals prepared by the Divisions/Bureaux in preparation for consideration by the Budget Committee. - Facilitate the implementation of appropriate change management processes associated with organizational design activities. - Contribute to a number of other organizational management initiatives and activities including simplification of processes and coordination of guidance to the Field. - Provide advice and support to HR colleagues, senior management, divisions and bureaux on organizational design and job evaluation. - Work with Strategic Workforce Planning team to ensure alignment of workforce planning with both current and future needs of the organization in terms of job and organizational designs. - Organize, plan and supervise human resources matters relating to organizational design and job classification. - Lead execution of job classification reviews for individual and groups of positions. - Ensure establishment and maintenance of an electronic data base with most up to date data relating to job classifications, profiles of the positions with their exact status in a manner that is easily retrievable for analytical purpose. - Represent UNHCR in inter-agency fora related to organizational design and job evaluation. - Perform other related tasks as required. The Organizational Design and Job Evaluation Unit (OD-JEU) is situated within the Strategic Workforce and Structure Planning Section (SWSPS) with two other Units, (Strategic Workforce Planning unit -SWP-, and Field Support unit -FS) within DHR's Human Resources Operational Partnership Service.

UNHCR is going through a large-scale transformation, focusing on its structure, processes, roles, and culture to remain a strong, effective, field-oriented organization.  The SWSP section, including the OD-JE unit, play a critical role in supporting managers to ensure that the Organization is fit for purpose, aligning its staffing and structure design with UNHCR’s strategic priorities and maximizing efficiency, effectiveness, and respect for its values.

Candidates for the position should have strong Human Resources management background, preferably in HR roles with progressive responsibilities on Organization Design and Job Evaluation. The position is responsible for leading the team in charge of 7. An ideal candidate for the position should have substantial experience and a successful track record in developing and delivering the ICSC job evaluation and classification methodology, ensuring the applied structures and ways of working are embedded, considering the different strands of implementation needed and a clear understanding of the budgeting path of each operation. The incumbent will empower DHR's effective support to develop and implement organization design work for UNHCR.

Prior demonstrated success in building and managing teams is an asset, as are strong data management, analytical and excellent communication and influencing skills.

The position is located at the UNHCR's Global Service Centre (GSC) in Budapest and the function may require availability for mission travel to a variety of field conditions.  UNHCR will provide all feasible support to accommodate persons with disabilities in this function as well as throughout UNHCR's workforce, including to support mission travel for persons with disabilities.

Living and Working Conditions:

As previously noted, the position is based at the GSC in Budapest, which hosts a large UNHCR workforce of varied functions. Budapest, as the capital of Hungary, has very good infrastructure, health, education, banking, and recreational facilities. Budapest is H category duty station. There are no specific persistent security concerns. However, staff members need to take responsibility for their own personal and residential security at all times.

As monitored and reported by various UN, European as well as Hungarian organizations, the human rights policies of the current national government in Hungary might, however, not be adequately protective of the rights of all. Accordingly, UNHCR will undertake any feasible interventions to support its personnel and their dependents, including those of varied backgrounds, orientations and abilities, in order to protect and accommodate a diverse and inclusive UNHCR workforce.
