Humanitarian Access, Safety and Security Manager*

in Poltava 

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Poltava, Ukraine. 

Alliance15 members Welthungerhilfe (WHH), Concern Worldwide, and Cesvi are implementing a joint mission in Ukraine with a single country structure. This mission, known as (Joint Emergency Response Ukraine) JERU, is aimed at providing humanitarian assistance to people in need in Western and Eastern Ukraine.

As Humanitarian Access, Safety and Security Manager you will be responsible for ensuring the safety and security of JERU staff, partners and other stakeholders running the operation in all regions of Ukraine, while paying particular attention to humanitarian access.

Your responsibilities

  • Implement WHH Security Management System and develop relocation, evacuation, medical, and other relevant contingency plans for the safety and security of the staff, and for the continuation of humanitarian activities in a safe manner
  • Conduct Security Risk Assessments (SRA) in all program areas based on programatic priorities, and in all operational hubs (where offices and staff are accommodated), and develop and implement measures based on the recommendations of the SRAs
  • Develop and lead the implementation of humanitarian access strategies and approaches tailored to the medium and high risks identified in the SRA of each admin level 3 (hromada) or lower area (village/town) for JERU, inform national partners on these and support in their adoption of these measures
  • Write basic procedures (SOPs) for communication, movement-travel, Min Operating Standards, security meetings etc. and make sure that all current and incoming staff, including the visitors, are briefed on these
  • Develop a security information network with the Oblast, municipal and hromada authorities, other I-NGOs, UN, officials and stakeholders and ensure their continous use by the S&S officers
  • Hold regular security meetings at country level with the CD, ensure that these are replicated at each area office with the participation of Area Managers and security officers, minute key decisions and track their implementation
  • Ensure regular communication with the program team (head of programs and heads of projects in particular) to stay up to date about programatic targets, ensure SRAs are conducted for all potential program areas to inform on humanitarian access, contribute to proposals and donor reports with information on humanitarian access, safety and security
  • Produce weekly information material on demand and contribute to monthly reports to donors
  • Support the recruitment and capacity building of national staff in safety and security, ensure that they understand and implement safety and security protocols put in place
  • In coordination with the partnership advisor, ensure that local partners' security management capacities are assessed in a participatory manner, and capacity development plans are developped and implemented based on mutual agreement
  • Identify safety and security related training needs of the staff and ensure that these are conducted and their refreshers are provided

Your profile

  • A university or polytechnic degree in a field related to the position
  • Proven experience in security risk assessment
  • Work experience in Eastern Ukraine
  • Experience in negotiation of humanitarian access
  • Knowledge of Alliance15 or experience with its partners is an asset
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe's programme countries
  • Excellent spoken and written English; Ukrainian or Russian language skills are an asset
