Mission and objectives

UNDP has been working across Afghanistan for more than 50 years on challenges related to climate change and resilience, gender, governance, health, livelihoods and rule of law. Guided by the government and its Development Councils, our work is fully aligned with the Afghanistan National Peace and Development Framework and National Priority Programmes, and is carried out in close coordination with partner UN agencies under the One UN Framework. As the UN’s development network, we connect the Afghan government and people with the resources and information they need to drive their own development according to their own priorities, as well as to achieve the Sustainable Development Goals.

Context

Global Mission Statement UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. We are on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges. United Nations Election Assistance in Afghanistan The United Nations, through JEMB (Joint Electoral Management Bodies), UNOPS, UNDP and UNAMA as lead agencies, have provided support for the election processes in Afghanistan for almost twenty years. Over this period, a significant amount of knowledge products and materials, coordination efforts and systems to support electoral processes have been generated. Many systems have been refined to work in an insecure and challenging environment and many innovative processes have been developed to adapt and respond to the Afghan contexts. Substantial financial contributions from the International Community/donor partners, and the enormous investment in time and human resources was invested in supporting elections in Afghanistan. Efforts must be made to ensure that this work is correctly and consistently archived, documented, best practices and lessons captured and able to be presented as a body of work for reference and future electoral activities in Afghanistan. The objective is to have an archive of the products of the work of UN electoral support in Afghanistan from 2004 to 2022 which can be used for future reference and research. These includes the substantial legal framework and context-specific operational guidelines that have been developed for the electoral processes.
