The Stop TB Partnership's (STBP) External Affairs & Strategic Initiatives (EASI) team leads the: (1) engagement with a diverse spectrum of partners and stakeholders, particularly with new donors/funders and the private sector, and (2) conceptualization of multi-sectoral collaboration initiatives and projects between the public and private sector to address systemic barriers in TB and global health. 

The Re-imagining TB Care (RTC) initiative’s vision is to transform whenwhere, and how care is accessed and delivered in TB affected countries. The initiative’s mission is to increase and improve the provision of decentralized (to people’s homes, neighborhoods, etc.), integrated (for TB and across communicable and non-communicable diseases), and people-centered (considering people’s preferences, needs, and circumstances, including their emotional, mental, and financial well-being).

To achieve this mission, the three (3) primary and interlinked goals are for country end-users (TB survivors, affected people and communities, care providers, etc.), stakeholders (Ministries of Health, country programmes, etc.), and partners (i.e., local implementers, etc.) to:

  • Goal 1: Identify which services, across the care journey, can be more decentralized, integrated, and people-centered and select product innovations, particularly digital health technologies and/or adjacent solutions, that will facilitate this shift;
  • Goal 2: Accelerate the sustainable roll-out (introduction, adoption, and scale-up) of country-selected products innovations, particularly digital health technologies and/or adjacent solutions (with five years with bilateral, domestic, and/or multilateral resources); and 
  • Goal 3: Automate, connect, and link country-selected, rolled-out product innovations, particularly digital health technologies and/or adjacent solutions, into a country’s information/case-based management system. 

The RTC initiative will initially be implemented in Uganda and Viet Nam starting in 2023.



Functional Responsibilities

Under the guidance of the Head of the EASI team, the incumbent will serve as the Strategic Initiatives Manager, be the primary focal point for the RTC initiative, and be responsible for:

1. Project planning, management, and implementation

  • Lead, manage, and/or provide oversight on the RTC initiative’s programmatic and technical workstreams and activities, related to the:
    • Inclusive People-Centered Design (PCD) processes for countries to identify which services, across the care journey, can be more decentralized, integrated, and people-centered, and select product innovations, particularly digital health technologies and/or adjacent solutions, that will facilitate this shift;
    • Rapid introduction, adoption, and scale-up of the country-selected product innovations, particularly digital health technologies and/or adjacent solutions; and
    • Optimal integration and interoperability of country-selected, rolled-out product innovations, particularly digital health technologies and/or adjacent solutions, into a country’s information/case-based management system. 
    • Lead, manage, and/or provide oversight on the RTC initiative’s donor grants and financial management, including the:
      • Annual workplan/budget development, updates, and implementation; 
      • Theory of change, logic framework, including indicators, and monitoring and evaluation (M&E) template review and updates; and
      • Monthly, quarterly, and annual programmatic/financial report preparation and submissions.
    • Lead, manage, and/or provide oversight on the RTC initiative’s contract and sub-grant making and implementation activities, including the:
      • Tender and call for proposal processes in accordance with UNOPS/STBP policies and procedures and
      • Engagement of selected suppliers and sub-grantees in the development, finalization, and implementation of their contracts and sub-grants, including the agreed upon activities and deliverables.

2. Project strategy and sustainability development

  • Lead and manage the development, updates, and implementation of the RTC initiative’s strategy and approach.
  • Lead and manage the development of the RTC initiative’s proposals with current and potential new donors.
  • Collaborate with the Executive Director’s Office, Head of the EASI team, and other teams (as needed), including UNOPS, to develop the RTC initiative’s potential innovative financing mechanisms to mobilize and unlock new and additional funding and financing from public and private sector donors and investors.

3. Country- and global-level end-users, stakeholders, and partners engagement

  • Collaborate with the country-level end-users, stakeholders, and partners on the planning, management, and implementation of the RTC initiative.
  • Collaborate with global-level stakeholders and partners, including but not limited to the United States Centers for Disease Control’s Global TB Branch (US CDC), Korea International Cooperation Agency’s Global Disease Eradication Fund (KOICA), World Health Organization (WHO), the Global Fund to Fight AIDS, Tuberculosis, and Malaria (“Global Fund”), etc. on the implementation of the RTC initiative. 
  • Lead, manage, and/or provide oversight on the RTC Design Group, which will provide strategic guidance and oversight to the RTC initiative, including convening regular calls/meetings, developing the proposed agenda and applicable documents, etc.

4. Team management

  • The Strategic Initiatives Manager will be expected to supervise and manage the Strategic Initiatives team and its personnel, and work closely with other UNOPS/STBP teams and personnel to manage the Strategic Initiative team’s budget, donor grants, contracts, sub-grants, and other applicable administrative and operational functions.    
  • The Strategic Initiatives Manager will be expected to serve as the Officer-in-Charge in Head of the EASI team’s absence and represent the EASI team on applicable internal and external calls, events, and meetings.
  • The Strategic Initiatives Manager will support the Head of the EASI team on other applicable responsibilities as needed.
  • The Strategic Initiatives Manager will contribute to any other STBP’s and EASI team’s overall programmatic and technical activities as required.

Education/Experience/Language requirements

Education

  • Advanced university degree (Master’s) degree in business administration, computer science, engineering, international relations, public health, medical sciences, public policy, or a similar subject with seven (7) years of relevant professional experience is required or
  • University degree (Bachelor’s) degree with nine (9) years of relevant professional experience is required.

Professional experience

  • At least seven (7) years of experience working at/with Ministries of Health, country programmes, private or public sector care providers, local implementing/non-governmental organizations (NGOs), small- and medium-sized enterprises (SMEs) and start-ups, other relevant private sector companies, etc. in TB affected countries is required.
  • Prior experience working in TB and/or global health, service delivery and/or product innovation roll-out, entrepreneurship, social sector, etc. is an asset.
  • Prior experience working in TB or global health and/or working in TB affected countries is an asset.

Language requirements

  • Fluency in English is required.
  • Fluency of another UN official language, particularly French, is an asset.
