The Inspectorate Division (INS) is responsible for the efficient and effective deployment of inspection teams to both military and commercial facilities around the world, as required by the Chemical Weapons Convention (CWC).


The Division maintains readiness to conduct Challenge Inspections (CI) and Investigations of Alleged Use (IAU), and to deploy the Rapid Response and Assistance Mission (RRAM) to Member States, as needed, in the event of a chemical incident.

Responsibilities


Job Summary


The Director of the Inspectorate Division is responsible for directing, planning, and implementing the worldwide inspection activities. You will lead and manage the Division, which includes developing and implementing the annual programme and budget for the Division and recommending and implementing policies on the effective and efficient use of Inspector Resources. As well, you will work closely with other Divisions, in particular with the Verification Division substantive officers, to improve the effectiveness of the inspection process.


Providing expert advice and guidance to the OPCW Executive Management and other Divisions within the Secretariat in relation to inspection activities is one of the other main responsibilities, as is the oversight of the Division’s activities related to Knowledge Management and the preservation of Institutional Memory.


Main Responsibilities


Responsible to the Deputy Director General to:


 


1. Manage the system that plans, organises, and implements the world-wide verification regime of the OPCW.



  • Directing, planning and implementing worldwide inspection activities in accordance with the Chemical Weapons Convention and the decisions of the policy-making organs.

  • Leading and managing the Division including developing and implementing the annual programme and budget for the Division according to the principles of Result-Based Management.

  • Coordinating closely across divisions, in particular with Verification Division substantive officers and other relevant Technical Secretariat staff, to improve the effectiveness of the inspection process.

  • Providing expert advice and guidance to Executive Management and other Divisions within the Secretariat in relation to inspection activities.


 


2. Liaise with Member States National Authorities, Permanent Representatives to the OPCW, UN disarmament organisations, and other international agencies.



  • Initiating discussions with outside stakeholders on operational policies and programmes; consulting with National Authorities, delegations, and embassies to pre-empt or solve operational inspection issues.

  • Organising and chairing meetings with the experts/representatives of States Parties on inspection-related issues.


 


3. Recommend and implement policies for the management of Inspector resources/time/activities.



  • Recommending and implementing policies on the effective and efficient use of Inspector Resources.

  • Overseeing the management of inspection equipment to enhance the productivity and effectiveness of Inspection Teams.

Qualifications and Experience


Education


Essential:


Advanced university degree (Master's degree or equivalent degree) in Science, Engineering, Business Administration, International Security or Relations or a related field is required.


A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.


Knowledge and Experience


Essential:  


A minimum of 15 years of progressively responsible experience in the Chemical Industry or related relevant field such as CBRN, a substantial part of which should be at the senior level in the private or public sector or in international organisations.



  • Experience in planning, management and directing programmes and projects of chemical nature;

  • Proven track record of excellent, leadership, representation and strong people management skills;

  • Demonstrated professional competence and success in organisational development and change management.

  • Policy formulation and analytical skills, project/program monitoring and evaluation, good communication and negotiation skills.

Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of three years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.


 


The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.


 


The mandatory age of separation at the OPCW is 65 years.



Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
