Overview of position |
Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Head of the Engineering Unit, the successful candidate will provide technical support (including technical assessments and feasibility studies, design, procurement, and construction supervision and monitoring) to construction projects executed by IOM Afghanistan that involve electrical and thermal energy systems. The Engineering Unit oversees the design and implementation of all construction projects carried out by IOM Afghanistan, including but not limited to: school buildings, heath care facilities, office and residential buildings, industrial facilities, water supply projects, power supply, back-up power, solar installations.
The need for energy access in these constructions varies in size, form
and technical complexity. It is the task of the Engineering Unit to design and
implement electrical and energy systems that are safe for people to use, that
protects the equipment installed and which provides a reliable and adequate
energy supply meeting the needs. The successful candidate will work
independently to provide technical support and capacity building to the Construction
units as required, and they will assist relevant Programme Managers in the
implementation of multi-sectoral, area-based, community-led programming with
the following specific responsibilities:

Role objectives |
The engineer will
- Carry out technical assessments and
feasibility studies to gather required input for energy system designs.
Compile qualitative and quantitative needs for energy services, conduct
load assessments, identify and manage interfaces and overlaps with other systems
and structures.
- Participate in design briefs and liaise with
effected project partners to ensure holistically sound energy system
solutions.
- Support and participate in the project
development process to ensure adequate resources for the energy system
design and implementation.
- Conduct risk assessments for energy project
developments and define risk reduction measures.
- Design the electrical and thermal energy
systems for the infrastructures that the IOM Engineering Unit team is
developing. The design work includes the dimensioning and setup of energy
and power sources, low voltage distribution systems and loads to meet the
specific requirements of the project.
- Prepare Bill of Quantity with quality
specifications and budget estimates for the procurement process.
- Be involved in the tendering process by
providing technical advice and assisting in identifying suitable
contractors
- Support the technical coordination with
contractors before and during implementation.
- Conduct provisional and final acceptance inspections
of implementations, perform commissioning tests of energy systems and
verify technical documentation.
- Compile, analyse and report on area of
activity, and communicate for project evaluations and debriefings.
- Actively develop and maintain standards,
protocols and procedures to ensure the safety of electrical installations,
the protection of equipment installed and the continuity of energy
dependent services.
- Actively develop and maintain standards,
tools, protocols and procedures to facilitate the works of IOM SRR, to
increase efficiency, reduce risk and build capacity to accept a wider
scope of projects with increasingly complex energy components.
- Provide technical support and training of the
IOM SRR team office staff and field technicians to improve the general
understanding for energy systems designs and dependencies, and to improve
the capacity of the team to supervise implementation works of contractors.
- Implement and maintain required tools,
equipment and software required for the work.
- Implement all administrative related
activities linked to the work (orders, insurances, etc.).

Further information |
Education
- A
Master’s or postgraduate degree in Electrical Engineering or related field
with or a bachelors with minimum two years relevant experience
Experience
- Minimum two years proven experience across electrical engineering, electrical system design and installations, conducting and interpreting commissioning tests and inspections for electrical installations, and applying these skills in assessments, design, and construction monitoring.
- Modelling experience for off-grid solar PV or PV-hybrid systems (e.g. PVsyst, Homer Energy, etc.)
- Experience on thermal energy systems; HVAC, solar thermal systems, energy efficiency of buildings.
- Proven experience in supervision of electrical installations and documentation
- Well oriented in standards covering electrical systems, especially the IEC series 60364 and the national regulation impacting electrical safety and quality.
- Extensive experience in conducting technical analyses and a proven record of delivering professional results
- Experience in capacity building and/or team supervision
Languages
Fluency in English, Dari, and Pashto is required, with good working knowledge of other languages
