ABOUT THE ROLE

Overview

This role is within the Finance & Operations Team that supports and facilitates the organisation globally. As the Senior Procurement Officer you will provide effective procurement services to ensure successful delivery of all the intended outcomes and outputs in accordance with GCA policies, donor regulations and complying with applicable (EU) laws.

Under the general guidance of the Procurement Manager, the Senior Procurement Officer is expected to develop and execute procurement strategies, including method of purchase in support of ensuring an uninterrupted, sustainable procurement of affordable, quality output. Ensures effective and efficient implementation of the procurement process and effective internal control mechanisms, promotes a client-oriented approach consistent with GCA rules and regulations.


Areas of responsibility

  • Review and analyze procurement requests for completeness and conformity with the GCA procurement principles, rules and procedures;
  • Liaise with the requesters, as necessary, and recommend to clients an appropriate strategy/approach to best the needs to their projects.
  • Assist in preparing evaluation criteria, terms of references, scope of works in compliance with the GCA procurement principles, rules and procedures.
  • Assist in preparing office procurement plans, developing and implementing procurement strategies for requested goods, services and works taking into consideration the associated risks and the related mitigation measures.
  • Organize procurement processes, micro-purchasing, preparation of RFQs and tender notices, receipt of quotations, preliminary evaluation of quotations, technical and financial evaluation, preparing protocols for contract awards;
  • Make recommendation of awards for procurement activities relating to the purchase of goods, services and works.
  • Prepare Contracts, Frameworks agreements and Purchase Orders
  • Maintain an up-to-date contract administration in ERP system, Unit4
  • Draft routine correspondence and reports on procurement in accordance with Procurement SOP.
  • Perform other duties within the functional profile as assigned and deemed necessary for the efficient support of above-mentioned procurement
