Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). In support of the rural – urban linkages, SDG-aligned strategies, UNHCR in Jordan has a dedicated Technical Unit in Amman and technical staff in camps. Together, they support in coordination with the Government, to assess needs and coordinate the provision of WASH (Water, sanitation and hygiene), and in particular, hygiene promotion services to Persons of Concern (PoC) to UNHCR. This will include coordination at site level with WASH partners in conjunction with the government authorities, and monitoring progress of hygiene promotion programme implementation to ensure that an adequate level of hygiene promotion service is provided at each site in accordance with the UNHCR WASH Manual and Technical Guidelines, and applicable UNHCR Standards and/or National Standards.

Context

The Syrian refugee population lives mainly in communities, but also in camps. Although recent progress has been made in facilitating access for Syrian refugees to legal employment, the economic situation remains difficult for them and the country at large not least given the economic hit by Covid-19, the cost-of-living crisis and increases in utility tariffs. Non-Syrian refugees have less access to work and basic services and are more vulnerable in many aspects. Given global competition for attention and some fatigue with the protracted refugee situation in the absence to a resolution of the Syrian conflict, there is a widening gap between needs and available resources for refugees in Jordan. In order to highlight their plight, showcase best practices in humanitarian assistance and development, incl. opportunities arising from refugee presence for the economy, the UN Volunteer in Amman is expected to support the external engagement through drafting of web content, briefing material and reports, social media production, and management of selected projects such as events or field visits which will include short missions.

Task description

Under the direct supervision of the Senior External Relations Officer the UN Volunteer will undertake the following tasks: • Keep abreast all developments in operations to prepare appropriate briefings and reports; • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required; • Prepare funding submissions for donors, and draft any required after-action reports; • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities; • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster; • Support the supervisor in preparation for meetings and missions drafting of talking points; • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners; • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.
