The International Cooperation and Assistance Division serves as international provider and platform for providing specialised and technical assistance in support of States Parties efforts to meet their obligations under the Convention through a portfolio of wide range of programmes and projects. These capacity building programmes are aimed at contributing to build and enhance States Parties capacity to fostering the use of chemistry for peaceful purposes for the economic and technological development of the States Parties; facilitating the national implementation and responding and dealing with threats involving toxic chemicals.

Responsibilities


Job Summary


Would you like to be one of the OPCW professional team members, who works toward a world free of chemical weapons? Then you should apply for the post of Programme Officer.


OPCW is looking for a dedicated professional who will be responsible for identification and development of approaches in order to facilitate international cooperation under the Chemical Weapons Convention (CWC) in areas relating to the application of chemistry in peaceful and scientific manners. 


The incumbent of this post will plan, lead/coordinate and evaluate the delivery of programmes and activities in support of the national implementation of the CWC. What is more, the incumbent will liaise with representatives of States Parties and National Authorities to identify needs and gaps in the national implementation that require assistance, will develop procedures for implementation and evaluation, and will prepare and contribute to regular reposts within programmes and projects under the Convention.


Main Responsibilities


Under the supervision of the Head of the Implementation Support Branch, the incumbent performs the following duties:


• As Programme Manager: plans, leads/coordinates and evaluates the delivery of programmes and activities in support of the national implementation of the CWC, including
o Liaises with representatives of States Parties and National Authorities to identify needs and gaps in the national implementation that require assistance, including through building and/or strengthening of national capacities as well as through outreach and engagement support.
o Advises on and coordinates the development and formulation of approaches to provide such assistance to Member States’ representatives and relevant stakeholders, in close coordination with officers of the Division of International Cooperation and Assistance (ICA) and with other relevant technical officers and experts within the Technical Secretariat.


• As an Evaluator (in close coordination with the Assistance and Protection Branch (APB) and the International Cooperation Branch (ICB) staff tasked with similar responsibilities): assesses and reports on programmatic outputs, outcomes, and key achievements against agreed annual or biannual plans, including:
o the design/improvement of evaluation templates/forms for the activities of the Branch.
o the coordination of monitoring of outputs and outcomes at Branch level.


• Drafts relevant correspondence, background and briefing notes, analytical and assessment reports and other documents in support or on behalf of the Head of the Branch.
• Assists in the implementation of relevant decisions and perform other duties assigned by the Head of IPB and Director of ICA.

Qualifications and Experience


Education


Essential: An advanced university degree in Political Sciences, International Relations, Economics, Law or related area. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree.


Knowledge and Experience


Essential:


At least 5 years of relevant experience in the field of technical cooperation/assistance or international development cooperation with an advanced degree, or 7 years with a first level degree, including at least 3 years of work experience at the international level in a relevant area; thorough knowledge and experience in programme or project planning, implementation and monitoring; practical knowledge of programme/project evaluation techniques and approaches.


Desirable: 


· Experience in capacity building approaches, including through remote/virtual means, and identifying and analysing relevant needs and issues, developing suitable strategic approaches and implementing them in an international context.


· Experience with implementing programme/project management cycles, preferably in an international context, and with exposure to collaboration with or in developing countries or countries in transition.


· Experience with programme/project evaluation and related impact analysis.


· Practical knowledge and experience in logical framework approach.


Skills and Competencies


· Excellent and proven planning, organisational, coordination, negotiation and problem-solving skills.


· Strong analytical and conceptual skills.


· Excellent interpersonal, presentation and communication skills (verbal and written) including the ability to prepare and formulate reports, with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.


· Excellent drafting skills in English.


· Proven ability in establishing and maintaining effective working relationships with people from diverse backgrounds.


· Flexibility and ability to work under pressure.


· Computer literacy (word processing, databases, spreadsheets and email).


· Knowledge of the CWC and the activities of the OPCW.


Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The mandatory age of separation at the OPCW is 65 years.



Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
