What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Based in Bangkok Thailand, the Deputy Quality Manager is responsible for all the Quality Management aspects in terms of Internal Quality Audits, Quality trainings and Human Resources management.

Accountabilities & Functional responsibilities

  • Defines, implements and maintains internal Quality audit processes in accordance with ICRC Quality Management policy & principles to ensure that the ICRC is complying with procedures / legislation., Internal Quality audit processes include audit plan, regular field visits, records, corrective action plan implementation follow up and process performance monitoring.
  • Plans, schedules and conducts Quality trainings internally and externally (for other humanitarian organizations e.g. IOM, UNHCR, IFRC, MSF and National societies). Training programs coverage: Quality training on JDE, Essential Household Items (EHI), Quality Control (QC) training, WatHab QC training, food QC training, company assessment training and any other relevant trainings related to Quality Management. Quality training plan is based on internal Quality audit findings and other Quality Management tools e.g. KPIs and Monitoring Customer Complaints.
  • Supervises and manages Quality team using specific HR dashboards which cover Quality trainings and courses, appraisals, staff performance and leaves management. Gives feedback and has close contact with local HR responsible regarding Quality team performance and training plans.
  • Disseminates and introduces ICRC Quality Management policy, principles and tools among the ICRC for related departments such as Logistics, Ecomonic Security and Water and Habitat.
  • May be called upon to perform quality control, company assessment and validate quality reports.
  • Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix.

  • Internally, interacts with Quality Controllers, Quality Officers, Quality Technicians, Quality Experts, Procurement team, Logisticians and Logistics Coordinators, Quality Manager and HR department.
  • Externally, interacts with suppliers and laboratories, other Humanitarian Organizations and standard setting organizations.

Certifications / Education required

  • Master's or engineering degree, the degree program can be in an engineering field or Quality Control technology.
  • Fluent in English, spoken and written.
  • Computer proficiency, including in MS Excel.
  • French language is plus.

Professional Experience required

  • Typically, 10 -12 years’ overall professional experience.
  • Minimum 5 years of experience in Quality, familiarity with Quality Management Systems, metrology, assessments/audits.
  • Experience in Quality training and Quality audit.
  • People management experience an asset.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months
