Background:

The Organization for Security and Co-operation in Europe (OSCE) is looking for qualified job design and classification experts, who can advise on job analysis, conduct job design and job classification, and devise or revise job descriptions, in an agile manner that responds to the strategic and operational needs of the OSCE. The function can be performed remotely, with the ability and willingness to travel to Vienna and to other OSCE duty stations when needed. The function is needed on a recurring basis, normally several times a year. 

Jobs in the OSCE fall in a wide variety of fields, such as management and administration, security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

The OSCE comprises the Secretariat in Vienna, three Institutions – the Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw, the Representative on Freedom of the Media (RFoM) and the High Commissioner for National Minorities (HCNM) in The Hague – as well as a number of field operations in South-Eastern Europe, Eastern Europe, the Caucasus and Central Asia. The OSCE Secretariat in Vienna assists the OSCE Chairmanship-in-Office in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to the Institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

 

Objective of Assignment: 

To design and classify jobs in the OSCE in accordance with the International Civil Service Commission (ICSC) job evaluation standards. 

 

Duration of Assignment: 

This is a roster call.

 

Tasks and Responsibilities:

Under the overall supervision of the Chief, HR Policy and Employee Relations, and in close co-ordination with the assigned OSCE job design and job classification leads, the Job Classification Consultant(s) will:

 

  1. Classify (i.e. recommend grades, post categories and job titles) for international professional, national professional and general service posts in the OSCE, in accordance with the Professional and General Service Master Standards promulgated by the International Civil Service Commission (ICSC), while striving to ensure consistency of grading patterns throughout the Organization; provide classification reports outlining the job classification results;
  2. Design and/or revise job descriptions, including generic job descriptions, for the implementation of the OSCE programmes in co-ordination with the assigned OSCE job design and job classification leads and/or programme managers;
  3. Carry out desk audits, where necessary, as part of job evaluation, and prepareg reports on job classification issues;
  4. Advise on organization design, job design and restructuring, the implementation of the ICSC Professional and General Service Master Standards for job evaluation;
  5. Advise on organizational restructuring, including with respect to grading patterns, work allocation, staffing levels, job design, job descriptions, and use of staff to ensure an optimum staffing structure for programme delivery;
  6. Intervene when disagreements over job content, functional title and organizational structure arise and present justification for classification recommendation; conduct re-assessment of classification results recommended by other classifier(s) and provide apposite reports.

Necessary Qualifications:

  • First-level university degree or a recognized professional qualification in human resource management, public or business administration, or other related field;
  • A minimum of five years of professional experience in job evaluation and job classification in the UN or a closely comparable system, including with the latest International Civil Service Commission (ICSC) job evaluation standards;
  • Professional fluency in English with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the applicable consultancy fee scale, and it will depend on the complexity of the tasks and deliverables. Normally, the OSCE will pay between 100 EUR and 200 EUR for the classification of one job description. More complex tasks, such as desk audits and organizational restructuring, will normally be paid at the rate of 400 EUR.
