Background:

 

The OSCE has co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

The Talent Acquisition Unit , as part of the Department of Human Resources, comprises  ten fixed term staff members and a number of temporary staff and young professionals. The Talent Acquisition unit is responsible for the recruitment and selection of staff for the Secretariat, and supports the recruitment of international staff to OSCE Institutions and Field Operations. It is also responsible for outreach and targeted sourcing activities.

Tasks and Responsibilities:

 

In close collaboration with other units of the Department of Human Resources, the Chief, Talent Acquisition (TA) drives changes with organization-wide impact in the area of sourcing, recruitment and selection of people for a wide variety of OSCE roles. The role focuses on ensuring a proactive approach to attracting and engaging high quality candidates from across OSCE participating States, and ensuring modern, transparent and open policies and procedures are in place that support optimal recruitment outcomes, including a positive candidate experience.   

The role requires effective management to ensure accurate delivery of the annual work plan, as well as leadership in fostering positive relations with a wide variety of recruitment stakeholders across the Organization.

Reporting to the Deputy Director, Department of Human Resources, the incumbent is responsible for independently developing and implementing modern and innovative approaches to Talent Acquisition, formulating and adapting recruitment-related policies and procedures, and the thorough and timely sourcing, recruitment, selection of top talent for the OSCE. More specifically the successful candidate will be tasked with:

  1. Leading a skilled and committed talent acquisition team, setting vision and clear work plans for the achievement of goals, ensuring proper orientation and mentoring of staff; maintaining performance management, preparing budget proposals for the unit and ensuring efficient and effective employment of resources. 
  2. Developing comprehensive approaches to attracting top talent to the organization and ensuring candidates are provided with a positive candidate experience;
  3. Implement and keep accurate metrics concerning all workforce hiring; ensuring the effective use of databases and enterprise resource planning (ERP) systems for recruitment and selection, 4.
  4. Leading the development of innovative measures in improving sourcing, branding and outreach to enhance the pool of qualified candidates and market OSCE employment opportunities;
  5. Liaising with stakeholder groups such as participating States, other international organizations and human resource professionals in the OSCE field operations and Institutions: providing advice and guidance to clients with respect to policies and procedures relating to recruitment, and helping to ensure compliance with the regulatory framework;
  6. Continuously developing, documenting and improving effectiveness of processes for all staffing-related needs including but not limited to postings, screenings, interviews, reference /background checks, and employment offers;
  7. Recruitment related reporting to senior management at the OSCE Secretariat, and to participating States;
  8. Performing other related duties as required.

Necessary Qualifications:
 

  • Second-level university degree in human resources, business administration, management, or a related field, such as law, social and political sciences, economics, education and psychology; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree;
  • A minimum of eight years of progressively responsible professional experience in the human resources field with particular focus on recruitment and talent acquisition;
  • Proven experience in human resources management principles and practices, including organizational and general management concepts;
  • Excellent organizational and people management skills;
  • Budgetary experience is desirable;
  • Excellent written and oral communication skills in English; working knowledge of another OSCE working language is desirable; ability to draft clear and concise reports; Strong presentation skills;
  • Strong interpersonal and collaborative skills and an ability to influence and communicate effectively across all levels of an organization;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds, while maintaining impartiality and objectivity.
  • Computer literate with practical experience in Microsoft applications.


 

Remuneration Package:

Monthly remuneration is approximately EUR 8,600 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
