Functional Responsibilities

UNOPS and the Economic Commission for Africa have partnered together to deliver on a project that will put in place the critical business systems and services to enable the Economic Commission for Africa (ECA) to go beyond its current regular operations and effectively deliver on its Business Plan mandate of becoming Africa’s premier think tank. Five specific outcomes are foreseen, which are the results of the implementation plans of four corporate strategies introduced for communications, publications, knowledge management and ICT for Development. When attained, the outcomes will result in a sustainable increase in the visibility and impact of the organization’s work in the areas of policy research and knowledge delivery. This recruitment initiative is carried out by UNOPS in support of ECA’s Information and Communication Technology Services Section (ICTSS) strategic intent.  It is with this objective that UNOPS advertises these opportunities in partnership with ECA. 

This position is located in the Core Infrastructure Unit, of the Information and Communications Technology Services Section of the Public, Conference and Knowledge Management Division (PCKMD). Incumbent typically report to an Information Systems Officer or a more senior Officer.  

Responsibilities:  Within delegated authority, the Server and Applications Administrator will be responsible for the following duties: (These duties are not all inclusive nor are all duties carried out by all Server and Application Administrator.)
 1. Operates ECA’s Data Center, enforcing the policies, standards and procedures, applying the naming conventions for servers/applications, monitoring and controlling power provisioning and environmental aspects, monitoring server operations and taking actions to restore service.
  • Provisions and de-provisions servers.
  • Deploys, installs, and configures servers OS and server applications.
  • Carries out Disaster Recovery policies and operations.
  • Monitors and supervises all data center solutions. 
  • Monitors all data center assets for tracking information. 
  • Maintain standards of service levels at all times, ensure response with timeframe and manage all available services.
  • Installs new/rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
  • Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities
  • Configure / add new services as necessary.
  • Maintains operational, configuration, or other procedures.
  • Performs periodic performance reporting to support capacity planning.
  • Performs ongoing performance tuning, hardware upgrades, and resource optimization as required
  • Configure CPU, memory, and disk partitions as required.
  • Maintain data center environmental and monitoring equipment.
  • Repair and recover from hardware or software failures.  Coordinate and communicate with impacted constituencies.
  • Provisions and de-provisions servers.
2.Performa Email, Office 365 Application Support and Administration function
  • Administers software infrastructure for ECA’s e-mail messaging (Office 365).
  • Administers, maintains and support collaboration solution (SharePoint 2016).
  • Manages electronic communication sub systems such large file transfer solutions. 
  • Resolves complex email administrative and support issues. 
  • Identify, troubleshoots, and resolves technical problems relating to messaging systems. 
  • Provides performance tuning assistance, as required. 
  • Follow incident, problem, crisis, and change management processes. 
  • Work with global IT teams to assist in supporting messaging infrastructure. 
  • Provide 24 / 7 support for messaging infrastructure, as needed. 
  • Document, track, and communicate solutions to problems to the operations team. 
3. Perform Backup and Storage Administrator functions 
  • Performs day to day administration and monitoring on all installed backup/storage platforms.
  • Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
  • Performs SAN management tasks, zoning, LUN masking of various disk types to the appropriate platforms.
  • Ensures all storage systems provide highest commitment to operational standards and controls.
  • Maintains and monitors server hardware; tape libraries and associated tape hardware; storage networks and associated hardware; and vendor-provided storage management software.
  • Applies patches to device firmware, operating systems and application software.
  • Effectively communicate with vendors and technical support to solve system issues.
  • Writes and updates technical documentation.
  • Perform regular file archival and purge as necessary.
4. Perform Virtual Servers Administration function:
  • Manages/Virtualizes physical equipment using VMware technology.
  • Researches, designs, develops, and test computer or computer-related equipment.
  • Provides technical support to designers, procurement Unit, suppliers, engineers and other team members throughout the product development and implementation process.
  • Tests and verify hardware and support peripherals to ensure that they meet specifications and requirements, by recording and analyzing test data.
  • Monitors functioning of equipment and make necessary modifications to ensure the system operates in conformance with specifications.
  • Analyzes information to determine, recommend, and plan layout, including type of computers and peripheral equipment modifications.
  • Administrates and manages virtual servers.

5. Performs Software Distribution, and Desktop Standard Administration function
  • Installs computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports. 

6. Perform Active Directory, Print Servers and File Sharing Administration function.
  • Administers and maintains ECA user accounts and user profiles.
  • Deploys, installs and configures servers and server applications
  • Enforces network authentication, authorization, and accounting and security policies.
  • Supports Windows Server Operating Systems. 
  • Configures, maintains, and troubleshoots Windows Server software (including all currently supported by Microsoft).
  • Configures, maintains, and troubleshoots all aspects of Active Directory such as AD DNS, Group Policy Objects, Organizational Unit Structures, Network level integration, Security implementation, and various support tools.
  • Analyzes and maintains the interaction of AD environment with integrated/agent applications such as Exchange, mobile devices, System Center.
  • Configuration Manager (SCCM), and intranet environment as well as monitoring, resolution, backup, and various security software.
  • Coordinates with those who hold technical responsibility for the applications/products listed above in the event of problems.
  • Creates, changes, and delete user accounts per request.
  • Manages and enforce  file-sharing privileges.
  • Maintains and manage antivirus central system.
  • Enforce antivirus distribution to all workstations.
  • Resolve problems in relation to virus and malware in working with the vendor support.
  • Carries out Disaster Recovery policies and operations.
  • Installs new/rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
  • Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities.
Work implies frequent interaction with the following:  
  • Information Systems Officers and other IT specialists throughout the United Nations
  • Senior administrative staff and focal points in user offices. 
  • Sales and technical personnel of hardware/software vendors and contractors

Results Expected:  Provides reliable technical and assistance to senior IT staff in support of activities related to the design, development, and usage of physical and virtual Servers as well as various applications. Consistently applies relevant standards and guidelines. Efficiently processes work and requisite follow-up, seeking advice as needed. Effectively, and in a timely manner, interacts with colleagues and user groups. 


Education/Experience/Language requirements

Education
  • High School Diploma or equivalent is required.
  • Technical Diploma certificate in Computer Science, Information Science, Information Systems,  Electrical  Engineering, and Software Engineering with four (4) years experience may also be considered.
  • Bachelor's Degree in Computer Science, Information Science, Information Systems,  Electrical  Engineering, and Software Engineering is an added advantage but not a requirement.
Experience
  •  Six (6) years’ experience in Server and Application administration and support, Office 365 or on related  area is required.
Language
  • Fluency in English (written, oral and spoken) is required.
