Project background

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

Fiji became a member of GGGI in 2014, and the GGGI office in Fiji was established in 2015 in Suva and is based within the Ministry of Economy. GGGI is currently supporting the Climate Change and International Cooperation Division (CCICD) of the Ministry of Economy, which is Fiji’s secretariat for the Nationally Designated Authority (NDA) to the Green Climate Fund (GCF), in the delivery of Fiji’s second GCF Readiness Project: “Enhancing Direct Access to Climate Finance in Fiji – Phase 2 ”. This second phase of the Readiness project aims to build on the phase I by continuing the work strengthening the capacity of the NDA Secretariat and institutional procedures for climate action, as well as Fiji’s national accredited direct access entity (DAE) the Fiji Development Bank (FDB) submit the stage II the Ministry of Economy (MoE) as a second DAE and support capacity building and the submission of the application for accreditation to the GCF. The work described in this Terms of Reference fall under this Readiness project.

Fiji, as a Small Island Developing State, faces extreme climate vulnerability. The country is already experiencing the negative impacts of climate change, through changing weather patterns, including droughts and flooding events, and increasingly damaging natural disasters. The current average asset losses due to tropical cyclones and floods are estimated at more than FJD 500 million per year, representing more than 5% of Fiji’s GDP. Climate change will affect all areas of life for the people of Fiji, and the expected impacts include reduced agricultural and fisheries productivity, declining health outcomes, eroding shorelines and riverbanks, shortage of water and higher infrastructure costs.

The Fijian government therefore recognizes the importance of adapting to climate change and coordinating climate change related adaptation policies, strategies, plans, and activities to reduce the vulnerability and enhance the resilience of Fiji’s communities to the impacts of climate change and disasters. Fiji has put in place its Climate Change Policy and National Adaptation Plan and has prepared a Climate Vulnerability Assessment. Furthermore, while Fiji’s national CO2 equivalent emissions make up a mere 0.006% of global emissions, the Fijian Government and other non-government stakeholders have already taken steps to achieve decarbonisation in the Fijian economy. Fiji has developed its NDC Roadmap setting a clear pathway to achieve its NDC targets and also launched the Fiji Low Emission Development Strategy (LEDS) 2018-2050 at COP24, through which Fiji aims to reach net zero carbon emissions by 2050 across all sectors of its economy.

External financial and technical support is needed to achieve its adaptation and mitigation targets and Fiji has received funding from the GCF for the “Enhancing Direct Access to Climate Finance in Fiji” Readiness project which is being implemented by the CCICD with GGGI as the delivery partner. The Readiness project outcome objectives include:

1.           Ensuring that the NDA secretariat staff are trained and the policies, procedures and stakeholder mechanism necessary to fulfil the NDA’s role in an inclusive, equitable and transparent manner are fully operational, including a strong engagement with sub-national institutions and organisations and the private sector. Aligning with GCF and the Government of Fijis GESI standards all trainings for MoE have a target of 20 NDA secretariat staff with an equal gender balance of female and male participation of staff and consultants.

2.           Supporting MoE to submit its Stage 2 application for accreditation to the GCF and respond to and fulfil requirements which are identified and strengthen MoE capacity through capacity building, operationalization of policies, establishment of SOPs and prepare for submission of projects to the GCF.

This assignment contributes to the first two outcomes of this Readiness project.

The consultant will be based in Suva for the assignment and work closely with the CCICD in the Ministry of Economy. The consultant will report to the GGGI Pacific Regional Adaptation Lead and will liaise with and work closely with the NDA Secretariat leadership and staff and other GGGI staff and consultants involved in different parts of this Readiness project and on other related projects.

 

Objectives of the assignment

The expert with support and guidance from a Senior Consultant (with international experience) will carry out activities to improve the NDA portal by (i) Monitoring the utilization of the NDA portal; (ii) Carry out a user survey measuring user satisfaction and develop recommendations for improvement; (iii) Make improvements to the NDA Portal to enhance user-friendliness

 

Deliverables and Payment schedule

The incumbent will support and guide the locally based consultant to carry out the following activities and outputs:

 

Activity 1: Kick-off meeting with the MoE, the NDA and GGGI to establish a common understanding of the activities, approach and timeline. This kick-off meeting will be timed to include other consultants also support the same project.

Deliverable 1: A brief Inception report/Workplan for the assignment with approach and timeline

 

Activity 2 Portal Usage Monitoring

Following an agreement with the GGGI Pacific Regional Adaptation Lead and NDA secretariat on format of reporting and metrics to be reported - produce a brief report on NDA portal usage. 

The consultant will report to the GGGI Pacific Regional Adaptation Lead and will organize regular meetings with GGGI and the NDA Secretariat to review progress against activities and coordinate regularly with the other consultants working on the Readiness project. The consultant will provide inputs into brief notes from these meetings so actions agreed can be followed-up. These meetings may sometimes be every 3 weeks or monthly depending on other activities and availability of GGGI and NDA staff.

Activity 3: User satisfaction and NDA portal improvement recommendations

In phase 1 a survey to assess user and information needs was carried out along with a webinar with stakeholders to identify key requirements.

Using the lessons learnt from assessments in phase I and the presentation of subsequent updates carry out a user satisfaction survey in person with key stakeholders and develop recommendations for improvement.

Deliverable 3:

A report containing a summary of user satisfaction responses and recommendations for further improvement of the NDA portal.

 

Activity 4:  

Based on the recommendations developed in Activity 3 guide the professional services team (contracted by GGGI) to improve the NDA portal.

Deliverable 4:

Improved NDA portal covering all elements set out in activity 3. Should there be differences in the final improvements these are to be agreed with the GGGI Pacific Regional Adaptation Lead and NDA secretariat.

The consultant should ensure complementarity of all activities with the ongoing work of the NDA Secretariat (CCICD) and actively take the initiative to coordinate between the NDA, GGGI and other consultants hired under this Readiness project. Costs for meetings and workshop venues and catering will be covered separately from this contract.

Expertise required

The description of required expert may be split into following parts:

  • Master’s degree in relevant field or equivalent experience
  • 5 years relevant professional experience in project management, climate change adaptation and disaster risk management and or mitigation actions
  • Demonstrated understanding of Fiji Government institutional structure, processes and systems, particularly related to project design and development, finance, budget and monitoring and planning and the climate change space
  • Demonstrated understanding of the project cycle and monitoring of project progress
  • Demonstrated experience in working with conceptual development and upgrades of web portals
  • Experience in developing and carrying out surveys
  • Experience coordinating working groups and following-up on actions
  • Analytical, problem-solving, and strategic skills
  • Fluent in English with excellent written English
  • Knowledge of environmental and social safeguards would be an advantage
  • Commitment to gender equality and awareness of gender aspects of sustainable development
