Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

In February 2022, a new phase in the armed conflict in Ukraine started. Millions of people are displaced in Ukraine, while more than five million people have fled to other countries.  IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated at the European regional level – with numerous country level operations ongoing.  IFRC is currently present in Romania through the deployment of Surge delegates, who work from the offices of the Romanian Red Cross. This IFRC Country Office provides support to the Romanian Red Cross, programmes and capacity building, with immediate emphasis on supporting the needs of Ukrainian refugees. The longer-term mission of IFRC’s Romania Country Office is to provide direct support and facilitate organisational development and growth, technical capacities, partnerships and resource mobilisation that enable the Romanian Red Cross Society to deliver its humanitarian mission, in accordance with Strategy 2030 and annual Operations Plans.

The Romania Country Office is the first separate Country Office within the recently established (late 2021) Central & South-Eastern Europe Country Cluster. The Country Office is led by a Head of Country Office and comprises (at the time of writing) an additional six staff of which a key position is the PMER Delegate.  As the operation evolves, the incumbent may be asked to travel to another area, within the Cluster, covered by the operation.

Job Purpose

Reporting to the Head of Country Office, the incumbent is responsible for ensuring the overall quality and effectiveness of the planning, monitoring and evaluation and reporting systems and processes in the Country Office in support to the Romanian Red Cross. This includes developing and coordinating PMER systems and events within the IFRC and building the PMER capacities of the National Society.  

The role holder supports the Head of Country Office (and wider team) in emergency and operational reporting as well as donor reporting.  The incumbent also supports the Country team and the Romanian Red Cross in drafting project proposals, concept notes and presentations, related to coordination and cooperation within the RC/RC Movement. 

 

 

Job Duties and Responsibilities

Leads and coordinates capacity-building efforts to develop the capacity for planning, monitoring, evaluating and reporting of the national society and of the country office

  • Support, advise and assist Romanian Red Cross to further enhance, roll out and implement their planning, monitoring, evaluation, and reporting framework.
  • Support, advise and assist in the institutionalisation of planning, monitoring, reporting and evaluation processes, procedures and systems, including, organizational structures.
  • Develop and integrate a planning, monitoring, evaluation and reporting mindset across operations and programs, including governance and management acceptance and ownership.
  • Assess planning, monitoring, evaluation and reporting tools, guidelines, best practices and approaches, and plan and execute improvements.
  • Map (and keep up to date) an inventory of planning, monitoring, evaluation, and reporting capacities and needs in terms of people, systems and plans.
  • Plan and execute professional development plans for training, coaching and mentoring volunteers and staff; and train, coach and mentor volunteers and staff.
  • Identify and train (and set up a mechanism for self-learning of) a pool of practitioners capable of providing mentoring, peer-to-peer support and training to volunteers and staff.
  • Assist, support and advise in the planning and implementation of planning, monitoring, evaluation and reporting workshops and trainings.
  • Coordinate with operations and program teams to integrate capacity-building efforts into regular activities.
  • Advise the Romanian Red Cross on implementation of relevant activities to support operational accountability and organizational learning.
  • Assist, guide and coach the Romanian Red Cross programme managers in drafting proposals, concept notes, grants-writing and applications to various donors and partners.

Contributes to country-level and sub-regional/cluster planning, monitoring and evaluation efforts to improve transparency and increase accountability to beneficiaries and other stakeholders

  • Coordinate and provide technical assistance and guidance to assessments, planning, monitoring, evaluation and reporting of programmes and operations, and the country operational plan.
  • Promote awareness of and control adherence to planning, monitoring, evaluation and reporting strategies, standards and best practices.
  • Integrate a participatory approach to programming, including holistic approaches to cross-cutting issues, and the integration of best practices and lessons learned.
  • Develop and institutionalize planning, monitoring, evaluation and reporting guidelines, templates and tools.
  • Contribute to the preparation of operational, programmatic and managerial reports to ensure accurate, thorough and useful reporting of activities and impact, internally and externally.
  • Support, advise and assist in the documentation of processes and in the collection of implementation tools of programmes and operations.
  • Support, advise and assist in the implementation of a regular reporting schedule, including the compilation and preparation of narrative and financial reports to donors and stakeholders.
  • Coordinate the collection and analyses of data to improve and strengthen programme quality, performance and impact.

  • Lead and manage the planning, monitoring, evaluation and reporting team, plans and resources, and contribute to managing the country office.
  • Support, advise and assist Partner National Societies to align their planning, monitoring, evaluation and reporting systems with those of the Romanian Red Cross and IFRC.
  • Network and coordinate to ensure that correct information is exchanged on all current issues related to quality and accountability, including transparency.
  • Serve as in-country focal point for quality and accountability, monitoring and evaluation.

 

Duties applicable to all Staff

Education

Required

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc
  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience

Experience

Required

  • At least 3 years relevant international experience in planning, project design, monitoring and evaluation, participatory needs assessment, data collection and analysis, information management, presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management
  • Experience in supervising needs assessments and surveys, in data analysis, in selecting and managing consultants, and in coaching staff and facilitating training
  • Experience working in an emergency response context with the Red Cross/Red Crescent 

Preferred

  • Experience in organizational capacity building

Knowledge, Skills and Languages

Required

  • Solid understanding of the international humanitarian and development sector with a focus on integrated programming, participatory planning and local institution capacity building with knowledge of appropriate gender, equity and diversity programming approaches
  • Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences
  • Strong skills in designing and using PMER concepts, tools and best practices
  • Knowledge of integrated programming and accountability systems and practical experience in establishing feedback mechanisms and mainstreaming Community Engagement and Accountability
  • Self-motivated, with good judgment and initiative, and the ability to work with and manage others
  • Excellent oral, written and analytical skills. Self-supporting in computers (Windows, spread sheets, graphics).
  • Good project writing skills
  • Fluent spoken and written English

Preferred

  • Command of local languages of Romania or South-Eastern Europe
