The Programme Officer will be the primary liaison to the GOARN OST across UNICEF’s areas of engagement, work internally with UNICEF colleagues to ensure synergies for the deployment of GOARN partner experts to UNICEF field missions, work with teams and Divisions in UNICEF to institutionalize the process, support UNICEF programming commitment to GOARN (in the area such as Go.Data, IOA or GBV, and PHE and lead on knowledge management and capacity building for the PHE leveraging GOARN (including the management and sharing of UNICEF’s internal and external communication of resource materials).

UNICEF contributes to public health emergencies preparedness and response through its unique role in targeting the specific needs of the most vulnerable, including children and women. UNICEF simultaneously addresses both the causes of the public health emergency, controlling its spread, and responds to its socio-economic consequences. UNICEF is a leader in pillars critical to outbreak prevention and control (e.g., immunization, WASH, RCCE, community-based health and surveillance, supply and logistics, HSS and MHPSS).  UNICEF is also a leader in the multi-sectoral response to the socio-economic impact of public health emergencies including but not limited to the areas of nutrition, child protection, prevention, mitigation and response to GBV and other forms of violence against children, social protection, and education.

UNICEF is a critical contributor to and leader in guidance and thinking around each of these areas of expertise and has the existing programming capacity to respond in each of them worldwide. This critical sectorial specialization is essential to health emergency preparedness and response (HEPR), complements the roles of WHO, GOARN and other GOARN partners and highlights the need for enhanced integration within the Network.

The Programme Officer will be the primary liaison to the GOARN OST across UNICEF’s areas of engagement, work internally with UNICEF colleagues to ensure synergies for the deployment of GOARN partner experts to UNICEF field missions, work with teams and Divisions in UNICEF to institutionalize the process,  support UNICEF programming commitment to GOARN (in the area such as Go.Data, IOA or GBV, and PHE and lead on knowledge management and capacity building for the PHE leveraging GOARN (including the management and sharing of UNICEF’s internal and external communication of resource materials).

The Programme Officer will work with the GOARN Coordinator and the UNICEF PHE team to support public health emergency preparedness and response. S/he will provide support and facilitation roles in the development and finalization of policies and procedures for UNICEF GOARN deployments and help to build awareness and uptake of this capacity within UNICEF. Incumbent will also ensure compatibility between deployment mechanisms (e.g., with standard pre-deployment communication and post-deployment briefings), standardize TORs and support GOARN deployments through UNICEF. In addition, they will lead discussions and the development and implementation of the related tools and guidance. In order to strengthen UNICEF’s collaboration, s/he will also be responsible for knowledge management functions to ensure that materials including tools and guidance (technical and for deployments) are available to internal and external audiences. 

How can you make a difference?

Coordination

  • Support the implementation of the GOARN priorities and strategies agreed upon by the Steering Committee (SCOM)
  • Further strengthen UNICEF’s relationship with the GOARN Steering Committee (SCOM) by managing preparations and running of SCOM meetings, supporting the monitoring and advocacy of the SCOM workplan
  • Contribute to GOARN’s communication strategies, guidelines, and operating procedures in order to foster a 1) broader range of GOARN institutions across multiple disciplines, and 2) coordinated operational support and capacity for acute outbreak response.
  • Represent UNICEF in GOARN and WHO forums based on the need
  • Support liaison role of the PHE team between GOARN partners and UNICEF

Programme and operations:

  • Provide operational and program management support to UNICEF led initiatives in GOARN (e.g., Surveillance/Go.Data or IOA)
  • Lead and manage UNICEF GOARN deployments including UNICEF SOPs for deployment, a pre-deployment package, and debriefing procedures
  • Work with EMOPS SBP unit to 1) institutionalize the management of the deployment mechanism and ensure rapid deployment of experts, and 2) establish a system to rapidly address issues that arise from pre-deployment through the debriefing process and collect and record them in UNICEF and WHO/GOARN’s system.
  • Provide support to country offices on the processes and procedures and identify and deploy technical capacity from network partners to support public health emergency preparedness and response.
  • Related budget and operational functions for the UNICEF’s PHE team as it pertains to GOARN deployments and joint work in technical areas such as IOA and Go.Data.

Knowledge Management

  • Maintain the internal and external communication sites for the PHE team to enable GOARN partners to access the breadth and scope of UNICEF’s technical guidance and tools across PHEPR
  • Strengthen understanding of mechanisms for GOARN deployments through UNICEF including through collaboration within UNICEF and partners (e.g.  EMOPS, DHR, and the GOARN OST).
  • Facilitate KM and capacity-building work between GOARN and UNICEF and support the access to, dissemination and uptake of UNICEF’s knowledge, tools, and guidance includingproviding support to collaboration between UNICEF and GOARN and partners.

PHE Programme Support

  • Support planning, monitoring, and reporting of the PHE team, including through the development and implementation of workplans (including joint workplans).
  •  Provide support to UNICEF-led initiatives for PHE-PR including for example the work on  GBV prevention, risk mitigation, response in PHE.
  • Support resource mobilization,  budget  management of the PHE team to deliver on UNICEF commitments and including to GOARN and partners

 To qualify as an advocate for every child you will have…

  • A minimum bachelor’s degree in International Relations, Political Science, Public Administration, Business Administration, Accounting, Management, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field is required.
  • A minimum of 2 two years of professional work experience in UNICEF processes, and procedures including human resources and coordination with UN agencies, NGOs, and other partners is required.
  • Familiarity with public health emergencies and GOARN is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
